This study aims to encourage reflection on a perspective of social inclusion at the heart of a new paradigm of public security, favoring cooperation between civil society and public authorities, in order to overcome the current Brazilian scenario of insecurity influenced by the present violence in the daily life of a conflicting and inefficient criminal policy to fight crime. In detail, at first, the research develops a portrait of the state of insecurity generated by the trivialization of violence resulting from the repressive and dysfunctional action of security agencies, which culminates in the extermination of human lives. Then, it discusses the constitutional approach to public security and the role of social control institutions in the preservation of the individual's fundamental rights. Then, it makes considerations about the citizen security project and the positive impacts of the dialogue between the State, personified in the agencies of institutional social control, and society. Therefore, debate on these issues under a descriptive perspective, with a qualitative approach, through a literature review in specialized literature, jurisprudential examination and data collection on official websites. Finally, it concludes for the need to develop an effective national citizen security plan to better fight crime, capable of enabling social participation in the formulation and inspection of public policies, with a view to pacifying clashes between official agencies and communities through cooperation and dialogue.
