Resumo: | This article aims to analyze, from the fundamentals and guidelines of the State Reform of the 90s, the performance of the Brazilian state policies for protecting children childhood and youth. Then seeks to situate this discussion from the study of the liberal state, through the State Welfare and the doctrines of neoliberalism and the Third Way, in order to contextualize the assumptions and objectives of the reform. Finally, it’s a critical analysis of the impact of public policies in the context of childhood and youth in a setting of redefining the role of State and transfer to the company’s civil liability for providing social and scientific services. |

Procura, então, situar essa discussão a partir do estudo do Estado Liberal, passando pelo Estado de Bem-estar, bem como pelas doutrinas do neoliberalismo e da terceira via, no sentido de contextualizar as premissas e os objetivos da reforma.
