This article analyzes the organization of municipal civil servants associations and their subsequent transformation into unions, in São Leopoldo and Bage, seeking make similarities and differences in the type of collective action defined by category, their relationship with the public manager and the receptivity of the types of organizations represented in the base. The class organization in the public sector, particularly as regards the municipário sector, has characteristics of a class action arising demands ranging from corporate and social needs involving various actors and public officials in municipalities. The performance of the representative body, as an association, undergoes changes in its organizational status when the conquest and guaranteeing the right to unionization promulgated in the Federal Constitution of 1988, the Citizen Constitution. Reflections on institutional performance, as well as the perception of associated institutions and public managers can be verified in interviews conducted in these two cities of the Rio Grande do Sul State.
