Paths to popular agroecological agrarian reform

Resumo: | This article aims to analyze the possible paths for the construction of a Popular and Agroecological Agrarian Reform. Even with its importance, this theme has encountered strong resistance from landowners and the State throughout Brazilian history. The methodology used for this article is based on a theoretical bibliographical essay and document analysis. The study recovers the historical process that consolidates the roots of agrarian reform, dialoguing with authors such as Ianni (1965; 1976), Bandeira (1978), Sodré, among others. However, it brings conceptual elements that seek to understand agroecology as part of the struggle of social movements. It presents a current construction, called Popular Agrarian Reform, which comes from social movements, in which the future of the rural working class is discussed. This proposal for Popular Agrarian Reform is structured in a plan that articulates the popular mobilization in the struggle for the democratization of access to land, for work, housing, education, culture, the production of healthy food for the whole population, and the defense of biodiversity. Finally, this study revealed an ongoing process, demarcated by intense struggles of social movements in the countryside, which at the same time denounce the abandonment of peasant workers and the neglect of the environment, claim urgency in the implementation of a Popular Agroecological Agrarian Reform, which is organic of the working class and can overcome the evils caused by agribusiness, especially in the face of the deterioration of environmental issues and the lack of conditions for the reproduction of life in rural areas. |

A pesar de su importancia, este tema ha encontrado una fuerte resistencia a lo largo de la historia de Brasil por parte de los terratenientes y del Estado. La metodología que dio cuerpo a este artículo se basa en un ensayo teórico de base bibliográfica y con análisis documental. El estudio recupera el proceso histórico que consolida las raíces de la reforma agraria, dialogando con autores como Ianni (1965; 1976), Bandeira (1978), Sodré, entre otros. Sin embargo, aporta elementos conceptuales que buscan entender la agroecología como parte de las banderas de lucha de los movimientos sociales. Presenta una construcción actual, llamada Reforma Agraria Popular, que proviene de los movimientos sociales, en la que se discute el futuro de la clase trabajadora rural. Esta propuesta de Reforma Agraria Popular se estructura en un plan que articula la movilización popular en la lucha por la democratización del acceso a la tierra, por el trabajo, la vivienda, la educación, la cultura, la producción de alimentos sanos para toda la población y la defensa de la biodiversidad. Finalmente, este estudio reveló un proceso en curso, demarcado por intensas luchas de los movimientos sociales en el campo, que al mismo tiempo que denuncian el abandono de los trabajadores campesinos y el descuido del medio ambiente, reclaman la urgencia en la implementación de una Reforma Agraria Popular Agroecológica, que sea orgánica de la clase trabajadora y pueda superar los males causados por el agronegocio, especialmente ante el deterioro de las cuestiones ambientales y la falta de condiciones para la reproducción de la vida en el medio rural.Este artigo tem por objetivo analisar os possíveis caminhos para a construção de uma Reforma Agrária Popular e Agroecológica. Mesmo com sua importância, essa temática tem encontrado ao longo da história brasileira fortes resistências por parte dos latifundiários e do Estado. A metodologia que deu corpo a este artigo fundamenta-se em um ensaio teórico de base bibliográfica e com análise de documentos. O estudo resgata o processo histórico que consolida as raízes da reforma agrária, dialogando com autores como Ianni (1965;1976), Bandeira (1978), Sodré, entre outros. Contudo, traz elementos conceituais que buscam compreender a agroecologia, como parte das bandeiras de luta dos movimentos sociais. Apresenta uma construção atual, denominada de Reforma Agrária Popular, que parte dos movimentos sociais, em que discute-se o futuro da classe trabalhadora do campo. Esta proposta de Reforma Agrária Popular estrututura-se em um plano que articula a mobilização popular na luta pela democratização do acesso à terra, por trabalho, moradia, educação, cultura, produção de alimentos saudáveis para toda a população e na defesa da biodiversidade.
