Conception of the professionals of psychosocial care center on public policies of mental health

Resumo: This study aimed to verify the conception of professionals of the CAPS on the Public Policies of Mental Health and its implantation. It was a qualitative, exploratory, descriptive study, with Content Analysis framework. 27 professionals from 9 CAPS linked to São Paulo Municipal Government, in all regions, were interviewed. Most participants highlighted the gap between what is advocated in legislation and the practice in their services. Inequalities between the regions of the city, mismatch between proposals from the municipal and state spheres, peculiarities of administration by Social Health Organizations and the prevalence of asylum logic in health and intersectoral networks were also observed. Despite the advances in the Psychiatric Reform, there is a need for confrontation and political investment to effectively implement Deinstitutionalization.

Se trató de estudio cualitativo, exploratorio, descriptivo, con referencial del Análisis de Contenido. Se entrevistaron 27 profesionales de 9 CAPS de la Alcaldía Municipal de São Paulo, en todas regiones. La mayoría de los participantes destacó la distancia entre el preconizado en la legislación y la práctica. Se observó desigualdades entre las regiones, desencuentro entre propuestas de las esferas municipal y estatal, peculiaridades de la administración por Organizaciones Sociales de Salud y prevalencia de la lógica manicomial en la red de servicios e intersectorial. A pesar de los avances de la Reforma Psiquiátrica, hay necesidad de enfrentamientos e inversión política para la efectiva Desinstitucionalización.Objetivo de verificar a concepção dos profissionais dos CAPS sobre as Políticas Públicas de Saúde Mental e sua implantação. Tratou-se de estudo qualitativo, exploratório, descritivo, com referencial da Análise de Conteúdo. Foram entrevistados 27 profissionais de 9 CAPS vinculados à Prefeitura Municipal de São Paulo, em todas as regiões. A maioria dos participantes destacou a distância entre o preconizado na legislação e a prática em seus serviços. Observou- se também desigualdades entre as regiões da cidade, desencontro entre propostas das esferas municipal e estadual, peculiaridades da administração por Organizações Sociais de Saúde e a prevalência da lógica manicomial na rede de serviços e intersetorial.
