Equal criminal investigation for all? An analysis based on the profile of victims of intentional homicides in Belém/Pará

Resumo: Based on the principle of equality as a fundamental guarantee provided for in the Brazilian Federal Constitution and guiding the justice system, this work seeks to investigate the elucidation of police investigations into the crimes of murder that occurred in Belém/PA in the first semester of 2019, and correlating this with the profile of the victims of such crimes. The methodology used has a quantitative, descriptive and exploratory nature. This study aimes at characterizing the profile of the victims of the murders that occurred in the city of Belém/PA, from January to June 2019, regarding gender, age, skin color, education level, and location (neighborhood) of the crime. Our results suggest that the degree of vulnerability seems to indicate as an exclusion from the state interest in police investigations, with low rates of elucidation regarding the authorship of these crimes.

Our results suggest that the degree of vulnerability seems to indicate as an exclusion from the state interest in police investigations, with low rates of elucidation regarding the authorship of these crimes.Basado en el principio de igualdad como garantía fundamental previsto en la Constitución Federal y que orienta al Sistema de Justicia, este trabajo busca investigar el esclarecimiento de las investigaciones policiales de los crímenes de homicidios intencionales ocurridos en Belém/PA en el primer semestre de 2019, en correlación con el perfil de las víctimas de esos crímenes. La metodología utilizada es de carácter cuantitativo, descriptivo y exploratorio. Así pues, el estudio tenía por objeto caracterizar el perfil de las víctimas de los asesinatos ocurridos en la ciudad de Belém/PA de enero a junio de 2019, con respecto al género, la edad, el color de la piel, el nivel de escolaridad y la ubicación (vecindario) del delito, y evaluar si ese perfil de las víctimas influye en el esclarecimiento de la autoría de los delitos. El resultado de este trabajo sugiere que la acumulación de situaciones de vulnerabilidad funciona como una verdadera exclusión del interés del Estado en las investigaciones policiales, con bajas tasas de esclarecimiento en cuanto a la autoría de estos delitos.Partindo-se do princípio da igualdade como garantia fundamental prevista na Constituição Federal e norteador do Sistema de Justiça, busca-se, no presente trabalho, investigar sobre a elucidação das investigações policiais nos crimes de homicídios dolosos ocorridos em Belém/PA, no primeiro semestre de 2019, correlacionando-se com o perfil das vítimas dos referidos crimes. A metodologia utilizada tem natureza quantitativa, do tipo descritiva e exploratória. Assim, o estudo teve como objetivo a caracterização do perfil das vítimas de homicídios dolosos na cidade de Belém/PA, ocorridos de Janeiro a Junho de 2019, no tocante a sexo, idade, cor da pele, grau de escolaridade e local (bairro) do crime, e a avaliação se esse perfil das vítimas influi na elucidação da autoria dos crimes.
