The urgency of monitoring forest remnants in urban areas located in restinga

Resumo: Since the colonization of Brazil, the Atlantic Forest management, especially of the restinga vegetation located in coastal zones, represents a challenge to be faced by the coastal community. The data is alarming and ratify the loss of forest areas in these five centuries of history, concurrent to the increase of urbanization in coastal regions, proving the difficulty in conciliating human occupation and preservation of forests. This work aims to fill a legal hiatus recurrent in urban areas or urban expansion situated in coastal regions, related to the coexistence between the forest remnants and anthropized areas, situated on the same property as consequence of the current legal provisions in the country across Guidelines for the Application of Private Damping Bands – PDBs in Restinga, destined to developments with great environmental impact, licensed through Preliminary Environmental Report or Environmental Impact Study and Environmental Impact Report. The objective was to define interdisciplinary techniques to locate, size and monitor the forest remnant preserved on the property, and also measure the impacts that occur during and after vegetation suppression in the implementation and operation of licensed activity. This work concludes for the viability of the PDBs, after analysis and discussion of the results, legislation, norms, notes and technical opinions related to the Remaining Green Areas on Property, Permanent Preservation and Conservation Units. This last subject focuses on the management and sizing of the Damping Zones, Biomonitoring techniques and Strategic Planning concepts, Landscape Ecology, Dual Territoriality, Socio-Ecological Systems, Adaptive Management and Ecosystem Services.

Los datos alarmantes ratifican la pérdida de áreas de florestas, en estos cinco siglos de história, concomitante con el aumento de la urbanización en las regiones costeras, comprueban la dificultad en conciliar la ocupación humana y la preservación forestales. Ese trabajo completar un hiato legal, recurrente en áreas urbanas o de expansión urbana situado en las regiones costeras, relacionado a la convivencia entre los remanentes forestales y las áreas antropizadas, situados en la misma propiedad en consecuencia de las determinaciones legales vigente en el país, a través de “Directrices para Aplicação de Faixas de Amortecimento Privativas - FAPs en la Restinga”, destinadas a emprendimientos con mayor impacto ambiental, licenciados a través de RAP - Relatório Ambiental Preliminar o EIA RIMA - Estudio de Impacto Ambiental y Informe de Impacto Ambiental. Se objetivó la definicion de técnicas interdisciplinarias para localizar, dimensionar y monitorear el remanente forestal preservado en la propiedad y medir impactos que ocurren durante y después a supresión de vegetación, en la implantación y operación de la actividad licenciada. Este trabajo concluyó que las FAP’s son viables, tras el análisis y discusión de los resultados, de la legislación, normas, notas y pareceres técnicos relacionados a las Áreas Verdes Remanentes en la Propiedad, de Preservación Permanente y las Unidades de Conservación. Este último tema enfoca en la gestión y dimensión de las Zonas de Amortiguamiento, técnicas de Biomonitorear y conceptos de Planificación Estratégica, Ecología del Paisaje, Doble Territorialidad, Sistemas Socio Ecológicos, Manejo Adaptativo y Servicios de Ecosistemas.Desde a colonização, o manejo da Mata Atlântica no Brasil, em especial da vegetação de restinga localizada nas zonas costeiras, representa um desafio a ser enfrentado por toda a sociedade costeira.
