Evaluation of accessibility of people with reduced mobility: a study in the central region of Jaboticabal

Resumo: To guarantee the right to come and go, as established in the Federal Constitution, the urban space must be built with accessibility to ensure the displacement of all. A large part of the Brazilian population has some difficulty in locomotion, whether it is related to physical condition that limits a person's movements, age or obesity. In the planning and design of urban spaces, many questions arise about the guarantee of accessibility. Thus, this work aimed to evaluate the public circulation spaces of the central region of Jaboticabal/SP regarding accessibility for people with reduced mobility. To perform the assessment, a technical accessibility assessment model was used regarding the existence of accessibility items, in accordance with NBR 9050/2004 and Decree No. 5,296 / 2004. The technical approach made it possible to measure concretely the routes that receive large circulation of people daily. The division of the studied paths in several segments promoted the identification of critical areas, and enables the adoption and prioritization of corrective actions, which will provide increased accessibility for people with reduced mobility.

Gran parte de la población brasileña tiene algunas dificultades de movilidad, ya sea por discapacidad, edad u obesidad. Con respecto a la planificación y el diseño de espacios urbanos, surgen muchas preguntas sobre cómo garantizar la accesibilidad. Por lo tanto, este trabajo tuvo como objetivo evaluar los espacios de circulación pública de la región central de Jaboticabal / SP con respecto a la accesibilidad para personas con movilidad reducida. Para realizar la evaluación, se utilizó un modelo de evaluación de accesibilidad técnica con respecto a la existencia de elementos de accesibilidad, de acuerdo con NBR 9050/2004 y el Decreto N ° 5.296 / 2004. El enfoque técnico permitió medir de manera concreta las rutas que reciben gran circulación de personas diariamente. La división de las rutas estudiadas en varios segmentos promovió la identificación de áreas críticas y permite la adopción y priorización de acciones correctivas, lo que proporcionará una mayor accesibilidad para las personas con movilidad reducida. Para efetivar o direito de ir vir como estabelecido na Constituição Federal, o espaço urbano deve ser construído com acessibilidade para garantir o deslocamento de todos. Grande parte da população brasileira apresenta alguma dificuldade de locomoção, seja ela relacionada à deficiência, idade ou obesidade. No tocante ao planejamento e concepção dos espaços urbanos muitos questionamentos surgem sobre a garantia da acessibilidade. Deste modo, este trabalho objetivou avaliar os espaços de circulação pública da região central do município de Jaboticabal/SP quanto a acessibilidade para pessoas com mobilidade reduzida. Para a realização da avaliação foi utilizado um modelo técnico de avaliação da acessibilidade no tocante a existência dos  itens para a acessibilidade, em conformidade com a NBR 9050/2004 e Decreto n° 5.296/2004. O enfoque técnico permitiu mensurar de forma concreta os percursos que recebem grande circulação de pessoas diariamente.
