Evaluation of the effects of the new territorial planning plan of Teresina / PI on its potential for occupation and urban expansion

Resumo: | With the accelerated growth process of cities, it becomes essential to think about the ways in which the urban space should develop, especially regarding its territorial planning, use and occupation of the land. In this sense, we can mention the creation and implementation of territorial planning plans that stand out as tools for guidance and construction of these spaces and seek, through a careful and technical look, to contribute to the emergence of cohesive, compact and planned cities. In view of this, the present study sought, using geographic information systems, to map and evaluate the effects of the new Teresina Territorial Planning Plan - PDOT - (Law 5.481/2019) on the potential for occupation and urban expansion. Applying the technique of Procedural Hierarchical Analysis (AHP) the standardization and organization of the geographic data deemed relevant and that directly influence the decision process regarding the occupation and use of the land was conducted. To determine the data values, weights were assigned, according to degrees of importance, in a weight matrix from which the Consistency Index (CI) and the Consistency Ratio (RC) were determined for validation of the AHP. Considering the results obtained, it has been effectively observed that the new PDOT has promoted changes in land use and occupation, as well as in the way the city grows. Thus, many areas that could be occupied were identified, however with reservations and restrictions of an environmental nature and a strong tendency towards cohesion and compaction of the city. |

En este sentido, podemos mencionar la creación e implementación de planes de uso del suelo que se destacan como herramientas de orientación y construcción de estos espacios y buscan a través de una mirada cuidadosa y técnica contribuir al surgimiento de ciudades cohesionadas, compactas y planificadas. Ante esto, el presente estudio buscó, mediante el uso de sistemas de información geográfica, mapear y evaluar los efectos del nuevo Plan de Ordenamiento Territorial de Teresina -PDOT- (Ley 5.481/2019) sobre el potencial de ocupación y expansión urbana. Aplicando la técnica del Análisis de Procesos Jerárquicos (AHP) se realizó la estandarización y organización de los datos geográficos que se consideran relevantes y que influyen directamente en el proceso de toma de decisiones respecto a la ocupación y uso del suelo. Para determinar los valores de los datos, se asignaron ponderaciones, según los grados de importancia, en una matriz de ponderaciones a partir de la cual se determinó el Índice de Consistencia (IC) y la Relación de Consistencia (RC) para la validación del AHP. Teniendo en cuenta los resultados obtenidos, se observó efectivamente que el nuevo PDOT promovió numerosos cambios en el uso y la ocupación del suelo, así como en la forma de crecimiento de la ciudad. Así, se identificaron muchas zonas para su ocupación, aunque con reservas y restricciones de carácter medioambiental y una fuerte tendencia a la cohesión y compactación de la ciudad.Com o acelerado processo de crescimento das cidades, torna-se imprescindível se pensar nas formas segundo as quais o espaço urbano deve se desenvolver, especialmente no tocante ao seu ordenamento territorial, uso e ocupação do solo. Nesse sentido, pode-se citar a criação e implementação dos planos de ordenamento territorial que se destacam como ferramentas de orientação e construção desses espaços e buscam por meio de um olhar criterioso e técnico contribuir para o surgimento de cidades coesas, compactas e planejadas. Diante disso, o presente estudo buscou, por meio do uso de sistemas de informações geográficas, mapear e avaliar os efeitos do novo Plano de Ordenamento Territorial de Teresina – PDOT - (Lei 5.481/2019) sobre o potencial de ocupação e expansão urbana. Aplicando a técnica de Análise Hierárquica Processual (AHP) foi realizada a padronização e organização dos dados geográficos julgados relevantes e que influem diretamente no processo de decisão quanto à ocupação e uso da terra. Para fins de determinação dos valores dos dados realizou-se a atribuição de pesos, segundo graus de importância, em uma matriz de pesos a partir da qual se determinou o Índice de Consistência (IC) e a Razão de Consistência (RC) para validação do AHP. Considerando os resultados obtidos têm-se que se observou efetivamente que o novo PDOT promoveu inúmeras mudanças no uso e ocupação da terra, bem como na forma como a cidade cresce.
