National policy for the prevention and control of cancer in the health care network of people with chronic diseases: a view based on Zygmunt Bauman

Resumo: The article aims to discuss the National Policy for the Prevention and Control of Cancer in the Health Care Network of People with Chronic Diseases within the scope of the Unified Health System, addressing prevention and palliative care in the sociological perspective of Zygmunt Bauman. The relationships between health professionals and users at different levels, “glocalization”, social individualization, self-determination and the urgency of actions in the microsocial context were highlighted, taking as an example the motivational interview in Primary Health Care; in palliative care further strengthened by Resolution number 41 of October 31, 2018 and the Best at Home program, the strategic-organizational planning of these services was focused on the inclusion of family and community, evaluating sociological indicators of territoriality such as the regionalization of politics in addition to the primacy for the communicational process between team-family-sick. Anchoring in Baumanian sociology allows, in addition to theoretical exploration, the dissection of crucial points and propositions. We corroborate for Primary Care in screening, supported self-care actions and participatory culture in the Brazilian microsocial context to favor the resolution of macro-social problems.

Se destacaron las relaciones entre los profesionales de la salud y los usuarios en diferentes niveles, la “glocalización”, la individualización social, la autodeterminación y la urgencia de las acciones en el contexto microsocial, tomando como ejemplo la entrevista motivacional en Atención Primaria de Salud; En los cuidados paliativos fortalecidos aún más por la Resolución N ° 41 del 31 de octubre de 2018 y el programa Mejor en casa, la planificación estratégica-organizativa de estos servicios se centró en la inclusión de la familia y la comunidad, evaluando indicadores sociológicos de territorialidad como la regionalización de la política. Además de la primacía para el proceso comunicacional entre el equipo-familia-enfermo. El anclaje en la sociología baumaniana permite, además de la exploración teórica, la disección de puntos y proposiciones cruciales. Corroboramos la atención primaria en el cribado, apoyamos acciones de autocuidado y cultura participativa en el contexto microsocial brasileño para favorecer la resolución de problemas macro-sociales.O artigo tem por objetivo debater a Política Nacional para a Prevenção e Controle do Câncer na Rede de Atenção à Saúde das Pessoas com Doenças Crônicas no âmbito do Sistema Único de Saúde, abordando a prevenção e os cuidados paliativos na perspectiva sociológica de Zygmunt Bauman. Destacaram-se as relações dos profissionais da saúde com usuários nos diferentes níveis, “glocalização”, individualização social, autodeterminação e a premência de ações no contexto microssocial tomando como exemplo a entrevista motivacional na Atenção Primária à Saúde; nos cuidados paliativos fortificados ainda pela Resolução nº 41 de 31 de outubro de 2018 e pelo programa Melhor em Casa, focalizou-se o planejamento estratégico-organizacional destes serviços como na inclusão da família e comunidade, avaliando indicadores sociológicos de territorialidade como a regionalização da política além da primazia pelo processo comunicacional entre equipe-família-adoecido. A ancoragem na sociologia baumaniana permite além da exploração teórica, a dissecação de pontos cruciais e proposições.
