Resumo: The objective of this paper was to analyze the main labor market indicators involving commercial companies and service providers and public employment and qualification policies in a municipality in the interior of the state of Paraná. With a mixed methods approach, data were collected through semi-structured interviews and the application of questionnaires, in addition to the analysis of social indicators. Four agencies were researched that could be involved in public policies for job creation and 100 workers who attend the city worker agency. In relation to the agencies, the strong performance of the Entrepreneur Agency, the SETI Good Business Program in partnership with the University, and the Worker Agency in partnership with other institutions for qualification were noted. Results showed that in Guarapuava the set of public policies is still incipient in the sense of improving qualification and expanding employability.

Con un enfoque de métodos mixtos, los datos se recopilaron a través de entrevistas semiestructuradas y la aplicación de cuestionarios, además del análisis de indicadores sociales. Se encuestó a cuatro agencias que podrían estar involucradas con políticas públicas para la creación de empleo y 100 trabajadores que asisten a la agencia de trabajadores de la ciudad. En relación con las agencias, se observó el sólido desempeño de la Agencia de Emprendedores, el Programa SETI Good Business en asociación con la Universidad y la Agencia de Trabajadores en asociación con otras instituciones para la calificación. Los resultados mostraron que en Guarapuava el conjunto de políticas públicas aún es incipiente en el sentido de mejorar la calificación y ampliar la empleabilidad.O objetivo dessa pesquisa foi analisar os principais indicadores do mercado de trabalho envolvendo as empresas comerciais e prestadoras de serviços e as políticas públicas de emprego e qualificação em um município do interior do estado do Paraná. Com uma abordagem de métodos mistos, os dados foram coletados por meio de entrevistas semiestruturadas e aplicação de questionários, além da análise de indicadores sociais. Foram pesquisados quatro órgãos que poderiam estar envolvidos com as políticas públicas para geração de emprego e 100 trabalhadores que frequentam a Agência do trabalhador da cidade. Em relação aos órgãos notou-se a forte atuação da Agência do Empreendedor, do Programa Bom Negócio da SETI em parceria com a Universidade, e da Agência do Trabalhador em parceria com outras instituições para a qualificação.
