Intergovernmental planning and policies: the happy child program in the multilevel governance perspective

Resumo: This study analyzes the convergence of governance and planning at the intergovernmental level, based on the public policy approach for early childhood, called “Happy Child Program”. The method is qualitative, employing content analysis supported by the ATLAS.ti software. An attempt was made to analyze the implementation of a specific public policy, having as object of analysis the Multiannual Plans of the Federal Government and eleven municipalities that joined the Program in 2020. The results showed plans and practices that were mostly distant from a strategic perspective, as well as incipient governance mechanisms, predominantly oriented towards compliance with legal formalism. The practices identified in local governments, although still incipient, can reference new studies and similar practices in other municipalities. From a theoretical point of view, it presents the debate about multilevel governance and its interface with government strategic planning, both relevant to the development of mechanisms for coordinating public policies.

El método es cualitativo, empleando análisis de contenido apoyado por el software ATLAS.ti. Se intentó analizar la implementación de una política pública específica, teniendo como objeto de análisis los Planes Plurianuales del Gobierno Federal y once municipios que se adhirieron al Programa en 2020. Los resultados arrojaron planes y prácticas en su mayoría distantes de una perspectiva estratégica, así como incipientes mecanismos de gobernanza, predominantemente orientados al cumplimiento del formalismo legal. Las prácticas identificadas en los gobiernos locales, aunque aún incipientes, pueden hacer referencia a nuevos estudios y prácticas similares en otros municipios. Desde un punto de vista teórico, presenta el debate sobre la gobernanza multinivel y su interrelación con la planificación estratégica del gobierno, ambos relevantes para el desarrollo de mecanismos de articulación de políticas públicas.Este estudo analisa a convergência da governança e do planejamento no âmbito intergovernamental, a partir da abordagem de política pública para a primeira infância, denominada “Programa Criança Feliz”. O método é qualitativo, empregando a análise de conteúdo com o suporte do software ATLAS.ti. Procurou-se desenvolver a análise da implementação de uma política pública específica, tendo como objeto de análise os Planos Plurianuais do Governo Federal e de onze municípios que aderiram ao Programa em 2020. Os resultados evidenciaram planos e práticas em sua maioria distanciados de uma perspectiva estratégica, bem como mecanismos de governança incipientes, orientados predominantemente para o cumprimento do formalismo legal. As práticas identificadas em governos locais, embora ainda incipientes, podem referenciar novos estudos e práticas similares em outros municípios.
