COVID-19 and effects on agribusiness chains: Preliminary observations from a narrative review

Resumo: The objective of this study is analyze, in the context of COVID-19, the performance of Brazilian agribusiness between 2020 and 2021. As well as identify and analyze possible negative impacts on agribusiness chains in a global context. For this purpose, a narrative literature review on the theme was conducted, with the delimitation of structured research procedures and criteria in two stages. The research points out that Brazilian agribusiness presented a comparatively better economic performance in relation to other sectors of the economy. The priority given by governments to the functioning of agrifood chains and the absence of significant interruptions in supply chains were important for this result. However, the research makes a critical analysis of some conclusions of the national literature, based strictly on economic indicators (GDP, exports, trade balance, etc.), which indicate that agribusiness was not affected by the pandemic. These studies can lead to the wrong conclusion that there were no negative impacts (or that they were not significant) for the sector. In this sense, the article lists some negative impacts on agribusiness chains resulting from isolation measures. The effects were discussed from the sector's point of view, considering specific aspects of the products and agricultural commercialization. Finally, it proposes that further research should seek to isolate net effects of COVID-19 on the sector, highlighting the importance of this for structuring productive chains more resilient and responsive to critical moments.

Así como identificar y analizar los posibles impactos negativos en las cadenas agroalimentarias en un contexto global. Para ello, se recurrió a una revisión bibliográfica narrativa sobre el tema, con la delimitación de procedimientos y criterios de investigación estructurados en dos etapas. En líneas generales, la investigación señala que la agroindustria brasileña presentó un desempeño económico comparativamente mejor en relación con otros sectores de la economía. La prioridad dada por los gobiernos al funcionamiento de las cadenas agroalimentarias, asociada a las interrupciones no significativas de las cadenas de suministro, fueron factores incrementales importantes para dicho resultado. Sin embargo, la investigación hace un análisis crítico de algunas conclusiones de la literatura nacional, basadas estrictamente en indicadores económicos (PIB, exportaciones, balanza comercial, etc.), que señalan que la agroindustria no se vio afectada por la pandemia. Estos estudios pueden llevar a la falsa conclusión de que no hubo impactos negativos (o que éstos no fueron significativos) para el sector. En este sentido, el artículo enumera algunas repercusiones negativas en las cadenas agroalimentarias derivadas de las medidas de aislamiento. Los efectos se discutieron desde el punto de vista del sector, considerando aspectos específicos de los productos y la comercialización agrícola. Por último, se propone que las investigaciones posteriores traten de aislar los efectos netos del COVID-19 en el sector, destacando su importancia para estructurar cadenas productivas más resistentes y receptivas a los momentos críticos.O objetivo deste estudo é analisar, no contexto da COVID-19, o desempenho do agronegócio brasileiro entre 2020 e 2021. Assim como identificar e analisar eventuais impactos negativos sobre as cadeias do agronegócio em um contexto global. Para tanto, fez uso de uma revisão de literatura narrativa acerca do tema, com delimitação de procedimentos e critérios estruturados de pesquisa em duas etapas. Em linhas gerais, a pesquisa aponta que o agronegócio brasileiro apresentou um desempenho econômico comparativamente melhor em relação a outros setores da economia. A prioridade dada pelos governos para o funcionamento das cadeias agroalimentares, associado as não interrupções significativas nas cadeias de suprimento foram fatores incrementais importantes para tal resultado. Contudo, a pesquisa faz uma análise crítica de algumas conclusões da literatura nacional, baseadas estritamente em indicadores econômicos (PIB, exportações, balança comercial, etc.), que apontam que o agronegócio não foi afetado pela pandemia. Estes estudos podem levar a falsa conclusão de que não houveram impactos negativos (ou então que estes não foram significantes) para o setor. Nesse sentido, o artigo elenca alguns impactos negativos sobre cadeias do agronegócio decorrentes das medidas de isolamento. Os efeitos foram discutidos sob a ótica do setor, considerando aspectos específicos dos produtos e da comercialização agrícola.
