Contributions of human performance evaluations to the achievement of objectives in the public sector

Resumo: The Brazilian public administration has undergone great changes, and in this context human performance evaluations have emerged as a means of promoting improved government performance. Based on this assumption, this work aimed to identify in the national literature the contributions of performance evaluations to the achievement of strategic objectives in the public sector between 2009 and 2019. For this purpose, a bibliographic survey was conducted on the platform of the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), based on publications from 2009 onwards. As a result, 8 articles were obtained on performance management and evaluation, motivation and server development. It was concluded that the implementation of the private model in public administration without in-depth debate does not provide improvements in public service. Therefore, human resource managers should adapt it to the reality of the public sector to make it more effective.

Sobre la base de este supuesto, esta labor tenía por objeto identificar en la bibliografía nacional las contribuciones de las evaluaciones del rendimiento al logro de los objetivos estratégicos en el sector público entre 2009 y 2019. Con ese fin, se realizó una encuesta bibliográfica en la plataforma de la Coordinación para el Mejoramiento del Personal de Nivel Superior (CAPES), basada en las publicaciones de 2009 en adelante. Como resultado, se obtuvieron 8 artículos que trataban de la gestión y evaluación del rendimiento, la motivación y el desarrollo de los servidores. Se llegó a la conclusión de que la aplicación del modelo privado en la administración pública sin un debate a fondo no aporta mejoras en el servicio público. Por consiguiente, los administradores de recursos humanos deberían adaptarla a la realidad del sector público para hacerla más eficaz.A administração pública brasileira tem passado por grandes transformações, e nesse contexto surgiram as avaliações de desempenho humano como forma de promover a melhoria do desempenho governamental. Partindo desse pressuposto, este trabalho tem como objetivo identificar nas publicações cientifica as contribuições das avaliações de desempenho para o alcance das metas estratégicos no setor público entre 2009 e 2019. Para tanto, foi realizada uma pesquisa bibliográfica nas publicações disponíveis durante este período.
