The additional act of 1834 and the administrative reorganization of norte-rio-grandense primary education

Resumo: | Legal-constitutional norms consist of a fertile field of research available for conducting educational research. The purpose of this study is to present the administrative measures taken by the Provincial Legislative Assembly for the organization of the primary education system in Rio Grande do Sul, following the promulgation of the Additional Act of 1834. For the composition of the information registered here, being necessary for analysis and reflection on educational events in their historical trajectory. In addition to the documentary research, using as sources for the study two indispensable productions: the "Collection of Documents of the Brazilian Education" in which are cataloged and organized 46 official documents that regulated the Public Instruction in the Province of Rio Grande do Norte; the book "A Century of Primary Education" of historian Nestor dos Santos Lima published in 1927 to analyze the benefits caused by the General Law of October 15, 1827, as an essential framework for the perception of the educational transformations of the Province of Rio Grande do Norte. With the bibliographical and sources survey, we noticed that in terms of legislation there was an incessant attempt to organize teaching in that province. Our first impressions are that the North-Rio Grande Legislative Assembly was active during the period of decentralization experienced by imperial education, showing care in the administrative and systematic organization of teaching. |

El presente estudio tiene por finalidad presentar las medidas administrativas tomadas por la Asamblea Legislativa Provincial para la organización del sistema de enseñanza primaria norte-grande, tras la promulgación del Acta Adicional de 1834. Para la composición de las informaciones aquí registradas lanzamos mano de la investigación bibliográfica, siendo necesaria para análisis y reflexión acerca de los acontecimientos educativos en su trayectoria histórica. Además de la investigación documental, utilizando como fuentes para el estudio dos indispensables producciones: la "Colección Documentos de la Educación Brasileña" en que están catalogados y organizados 46 documentos de carácter oficial que reglamentaron la Instrucción Pública en la Provincia de Rio Grande do Norte; el libro "Un siglo de Enseñanza Primaria" del historiador Nestor de los Santos Lima publicado en 1927 para analizar los beneficios causados por la Ley General del 15 de octubre de 1827, como marco esencial para la percepción de las transformaciones educativas de la Provincia de Rio Grande do Norte. Con el levantamiento bibliográfico y de fuentes, percibimos que en cuanto a la legislación hubo un incesante intento de organización de la enseñanza en la referida provincia. Las primeras impresiones que tuvimos destacan que la Asamblea Legislativa norte-grandense se mostró actuante durante el período de descentralización vivido por la educación imperial, demostrando cuidado en la organización administrativa y sistemática de la enseñanza.As normas jurídico-constitucionais consistem-se enquanto um campo fértil de investigação disponível à realização de pesquisas educacionais. O presente estudo tem por finalidade apresentar as medidas administrativas tomadas pela Assembleia Legislativa Provincial para a organização do sistema de ensino primário norte-rio-grandense, após a promulgação do Ato Adicional de 1834. Para composição das informações aqui registradas lançamos mão da pesquisa bibliográfica, sendo necessária para análise e reflexão a respeito dos acontecimentos educacionais em sua trajetória histórica. Além da pesquisa documental, utilizando como fontes para o estudo duas indispensáveis produções: a “Coleção Documentos da Educação Brasileira” em que estão catalogados e organizados 46 documentos de caráter oficial que regulamentaram a Instrução Pública na Província do Rio Grande do Norte; o livro “Um século de Ensino Primário” do historiador Nestor dos Santos Lima publicado em 1927 para análise dos benefícios causados pela Lei Geral de 15 de outubro de 1827, como arcabouço essencial para percepção das transformações educacionais da Província do Rio Grande do Norte. Com o levantamento bibliográfico e de fontes, percebemos que no tocante a legislação houve uma incessante tentativa de organização do ensino na referida província.
