Characterization of lawsuits of the health in the city of Registro/SP

Resumo: | The increase in lawsuits requesting medicines, nutritional therapy, procedures and other products for health has been of concern in the three spheres of management of the Unified Health System. The objective of this study was to analyze the impact of legalization of health in the registry of the municipality in terms of public spending, evaluating the profile of applicants who plead in court the cost of treatment, examination, procedure or medication. For it was analyzed data obtained through Registration Department of Health on the actions filed from 2009 to 2015. We identified 10 cases against the registry of City Hall, Sao Paulo. The monthly costs of treatment ranged from R$ 148.15 to R$7.207.08, making clear the commitment of the public budget. The number of shares requesting drugs in the city can seem small at this time, however the amount spent per month is approximately R$ 13.433.00. As the population of the region is considered one of the poorest in the state of São Paulo have little access to information and often unaware of their rights, thus being able to justify the number of shares in the period. Thus, the lawsuits on health represent a challenge for many municipalities, their characterization Registry contributes to the definition of viable intervention strategies to assist the manager in decision making and health policy development that meet the real needs of local people. |

Para ello se analizaron los datos obtenidos por medio de la Secretaría de Salud de Registro sobre las acciones impetradas en el período de 2009 a 2015. Se identificaron 10 procesos movidos contra la alcaldía municipal de Registro, São Paulo. Los costos mensuales de los tratamientos variaron de R $ 148,15 hasta R $ 7.207.08, haciendo evidente el compromiso del presupuesto público. El número de acciones solicitando medicamentos en el municipio puede parecer pequeño en este período, sin embargo el valor gastado por mes fue de aproximadamente R $ 13.433.00. Como la población de la región es considerada una de las más pobres del Estado de São Paulo tiene poco acceso a informaciones y muchas veces, desconocen sus derechos, pudiendo así justificar el número de acciones en el período. Así, las demandas judiciales en la salud representan un desafío para diversos municipios, su caracterización en Registro contribuye a la definición de estrategias viables de intervención que auxilien al gestor en la toma de decisión y definición de políticas en salud que atiendan las reales necesidades de la población local .O aumento das ações judiciais solicitando medicamentos, terapia nutricional, procedimentos e outros produtos para saúde tem sido motivo de preocupação nas três esferas de gestão do Sistema Único de Saúde. O objetivo deste trabalho foi analisar o impacto da judicialização da saúde no município de Registro em termos de gasto público, avaliando o perfil dos requerentes que pleiteiam em juízo o custeio do tratamento, exame, procedimento ou medicamento. Para isto foi analisado os dados obtidos por meio da Secretaria de Saúde de Registro sobre as ações impetrados no período de 2009 a 2015. Foram identificados 10 processos movidos contra a prefeitura municipal de Registro, São Paulo. Os custos mensais dos tratamentos variaram de R$148,15 até R$7.207.08, tornando evidente o comprometimento do orçamento público. O número de ações solicitando medicamentos no município pode parecer pequeno neste período, no entanto o valor gasto por mês foi de aproximadamente R$13.433.00. Como a população da região é considerada uma das mais pobres do Estado de São Paulo tem pouco acesso a informações e muitas vezes, desconhecem seus direitos, podendo assim justificar o número de ações no período.
