Analysis of methods of evaluation of the workload of human resources in health: an integrative literature review

Resumo: The present study aimed to characterize the workload assessment methods aimed at dimensioning human resources in health. It is an integrative literature review, carried out through an advanced search in the database of the Virtual Health Library, with the inclusion of studies from PubMed Central and SciELO. The descriptors, workload, health manpower, health assessment and health care evaluation mechanisms were used in the languages, Portuguese, English and Spanish. The time frame was from 2015 to 2019, and the data were analyzed using the workload assessment methods presented in the studies. Results: 268 studies were identified in the databases, which after using the PRISMA strategy, 13 were included. These were evaluated for the level of evidence, based on the definition of the Oxford Center Evidence Based Medicine, where 9 (69%) were classified at level 2c, 3 at level 5 and 1 at level 2b. Regarding the methods of assessing the workload and staffing, the Nursing Activies Score and the Workload Indicators of Staffing Needs prevailed, respectively, covered in 3 (26%) studies each. Defining a method and / or tool for assessing the workload in health, demonstrated a very important strategy for the dimensioning of human resources, despite the diversity. This diversity was demonstrated in the studies included in this IR, where a standard for assessing the workload was not observed.

Se trata de una revisión integradora de la literatura, realizada a través de una búsqueda avanzada en la base de datos de la Biblioteca Virtual en Salud, con inclusión de estudios de PubMed Central y SciELO. Se utilizaron los descriptores, carga de trabajo, recursos humanos en salud, evaluación de la salud y mecanismos de evaluación asistencial en los idiomas portugués, inglés y español. El período de tiempo fue de 2015 a 2019, y los datos se analizaron utilizando los métodos de evaluación de la carga de trabajo presentados en los estudios. Resultados: Se identificaron 268 estudios en las bases de datos, que luego de utilizar la estrategia PRISMA, se incluyeron 13. Estos fueron evaluados para el nivel de evidencia, según la definición del Oxford Center Evidence Based Medicine, donde 9 (69%) se clasificaron en el nivel 2c, 3 en el nivel 5 y 1 en el nivel 2b. En cuanto a los métodos de evaluación de la carga de trabajo y dotación de personal, predominaron el Puntaje de Actividades de Enfermería y los Indicadores de Carga de Trabajo de Necesidades de Dotación de Personal, respectivamente, cubiertos en 3 (26%) estudios cada uno. Definir un método y / o herramienta para evaluar la carga de trabajo en salud, demostró una estrategia muy importante para el dimensionamiento de los recursos humanos, a pesar de la diversidad. Esta diversidad se demostró en los estudios incluidos en este RI, donde no se observó un estándar para evaluar la carga de trabajo.O presente estudo objetivou caracterizar os métodos de avaliação de carga de trabalho direcionados ao dimensionamento de recursos humanos em saúde. Estes foram avaliados quanto ao nível de evidência, baseados na definição do Oxford Centre Evidence Based Medicine, onde 9 (69%) foram classificados no nível 2c, 3 no nível 5 e 1 no nível 2b. Com relação aos métodos de avaliação da carga de trabalho e dimensionamento de pessoal, prevaleceram o Nursing Activies Score e o Workload Indicators of Staffing Needs, respectivamente, contemplados em 3 (26%) estudos cada. Definir um método e/ou ferramenta de avaliação da carga de trabalho em saúde, demonstrou uma estratégia importantíssima para o dimensionamento de recursos humanos, apesar da diversidade.
