Mortality by road traffic accidents in the state of São Paulo: trend analysis, 2000 –2017

Resumo: The objective of this study was to describe the profile of mortality due to land transport accidents (ATT) in the state of São Paulo and the effects of Prohibition on the mortality rate. Deaths with codes V01-V89 determined in the 10th review of the International Classification of Diseases (ICD-10) were selected by the Mortality Information System (SIM), based on the ATT. It was calculated, for 8 years before and 9 years after the Law, the mortality rate due to ATT according to age group and sex. In addition to the distribution (absolute and percentage) of mortality due to ATT related to the variables: age group, sex, race, education, marital status, category of ICD-10 and by regional health departments (DRS). The results showed a tendency towards an increase in deaths due to ATT before the law and a decrease in deaths after the law, in addition to a higher frequency of mortality among males, between 20-39 years, single, white, with schooling of 4-7 years before the Law and 8-11 years after the Law. Higher mortality in the Municipalities of Greater São Paulo, Baixada Santista, Registro and Taubaté both before and after the Law; higher record of mortality from other ATTs before the law and a higher frequency of pedestrians traumatized by ATTs after the law. It is concluded that the implementation of the Prohibition Act positively interfered in the mortality rate observed in the period and in the variables analyzed.

Las muertes con los códigos V01-V89 determinadas en la décima revisión de la Clasificación Internacional de Enfermedades (CIE-10) fueron seleccionadas por el Sistema de Información de Mortalidad (SIM), con base en el ATT. Se calculó, para 8 años antes y 9 años después de la Ley, la tasa de mortalidad por ATT según grupo de edad y sexo. Además de la distribución (absoluta y porcentual) de la mortalidad por ATT relacionada con las variables: grupo de edad, sexo, raza, educación, estado civil, categoría de la CIE-10 y por departamentos regionales de salud (DRS). Los resultados mostraron una tendencia hacia un aumento de las muertes por ATT ante la ley y una disminución de las muertes después de la ley, además de una mayor frecuencia de mortalidad en los hombres, entre 20-39 años, solteros, blancos, con escolaridad de 4-7 años antes de la Ley y 8-11 años después de la Ley. Mayor mortalidad en los Municipios del Gran São Paulo, Baixada Santista, Registro y Taubaté tanto antes como después de la Ley; mayor registro de mortalidad por otros ATT ante la ley y mayor frecuencia de peatones traumatizados por ATT después de la ley.Se concluye que la implementación de la Ley de Prohibición interfirió positivamente en la tasa de mortalidad observada en el período y en las variables analizadas.O objetivo deste trabalho foi descrever o perfil da mortalidade por acidentes de transporte terrestre (ATT) no estado de São Paulo e os efeitos da Lei Seca sobre a taxa de mortalidade. Foram selecionados, pelo Sistema de Informações sobre Mortalidade (SIM), os óbitos com os  códigos V01-V89 determinados na 10ª revisão da Classificação Internacional de Doenças (CID-10), tendo como causa o ATT. Calculou-se, para 8 anos antes e 9 anos após a Lei, a taxa de mortalidade por ATT de acordo com faixa etária e sexo. Além da distribuição (absoluta e percentual) da mortalidade por ATT relacionados as variáveis: faixa etária, sexo, raça, escolaridade, estado civil, categoria da CID-10 e por departamentos regionais de saúde (DRS). Os resultados mostraram uma tendência de aumento de óbitos por ATT antes da Lei e uma queda nos óbitos após a Lei, além de maior frequência de mortalidade no sexo masculino, entre 20-39 anos, solteiros, brancos, com escolaridade de 4-7 anos antes da Lei e de 8-11 anos após a Lei. Maior mortalidade nos Municípios da Grande São Paulo, Baixada Santista, Registro e Taubaté tanto antes como após a Lei; maior registro de mortalidade por outros ATT antes da Lei e uma maior frequência de pedestres traumatizados por ATT após a Lei.
