The formation of Tutelary Counselors in three municipalities in the metropolitan region of São Paulo

Resumo: In order to understand how the people who work at Conselho Tutelar (Guardianship Council) are instructed and the work dynamics in behalf of the rights of children and adolescents, from the perspective of the guardianship counselors, this descriptive, interpretive, qualitative study was carried out, which was based on the methodological postulates of Oral History. Fifteen counselors of the metropolitan region of the city of São Paulo were surveyed. Individual semi-structured interviews were conducted between 2018 and 2019, in the Guardianship Council own space. The data were analyzed by content analysis. Two categories emerged from the study of the interviews: 1) Training and qualification of the counselors to work in the Guardianship Council; 2) Work dynamics. The importance of the Guardianship Council and its attributions in society became evident from the results of this study, contributing to guarantee the rights of children and adolescents. Nevertheless, there is still little knowledge, preparation and training of counselors to perform their duties, which has consequences for the performance of their role and for the well-being of children and adolescents who need help. Participaron 15 consejeros tutelares de la región metropolitana de São Paulo. Se realizaron entrevistas individuales semiestructuradas entre 2018 y 2019, em el propio espacio del Consejo Tutelar. Los datos fueron analizados por análisis de contenido. Del análisis de las entrevistas surgieron dos categorías: 1) Formación de consejeros para actuar em el Consejo de Tutela; 2) Dinámica de trabajo. A partir de los resultados obtenidos, se evidenció la importancia del Consejo de Tutela y sus atribuciones em la sociedad, contribuyendo a garantizar los derechos de la niñez y la adolescencia. Sin embargo, aún existe poco conocimiento, preparación y capacitación de los consejeros para el desempeño de sus funciones, lo que genera consecuencias em el rendimiento de su rol y en el bienestar de los niños, niñas y adolescentes que necesitan ayuda.Com o objetivo de compreender como ocorre a formação para atuar no Conselho Tutelar e a dinâmica de trabalho em defesa dos direitos da criança e do adolescente, na perspectiva dos conselheiros tutelares, se realizou este estudo descritivo, interpretativo, de natureza qualitativa, que se fundamentou nos pressupostos metodológicos da história oral. Participaram 15 conselheiros tutelares da região metropolitana de São Paulo. Realizaram-se entrevistas semiestruturadas individuais entre 2018 e 2019, no próprio espaço do Conselho Tutelar. Os dados foram analisados pela análise de conteúdo. Da análise das entrevistas emergiram duas categorias: 1) Formação dos conselheiros para atuação no Conselho Tutelar; 2) Dinâmica de trabalho. A partir dos resultados obtidos evidenciou-se a importância do Conselho Tutelar e de suas atribuições na sociedade, contribuindo na garantia dos direitos da infância e da adolescência.
