CISSA: Intelligent and Safe City Conceptual Model Based on a Self-Adaptive System

Resumo: | Smart cities represent innovative urban environments that make intensive use of Information and Communication Technologies (ICTs) which, together with the Internet of Things (IoT) paradigm, aim to increase efficiency in the provision of public services and enable citizens to have their demands met almost that in real-time. One of the main challenges of urban governance is public security, which emerges as an indispensable component for the city to achieve its strategic objective of improving the population's living conditions. Given the above, this work had as main objective to develop a conceptual model of Smart and Safe City based on Self-Adaptive System (CISSA). For that, an exploratory and bibliographic research with a qualitative methodological approach was used. The construction of the CISSA model organized in three layers. Concept and demand layers address a specific definition of smart city and present a structure for the identification and classification of public security demands that contribute to provide guidelines on which the infrastructure layer through the self-adaptive system, monitors the environment and autonomously manages the system process of selecting solutions, adapting their behavior when necessary to solve public security challenges in the city. With the results obtained, it was realized that the CISSA model can guide city administrators in projects that seek to establish plans to make cities smarter and safer. |

Uno de los principales desafíos de la gobernanza urbana es la seguridad pública, que emerge como un componente indispensable para que la ciudad logre su objetivo estratégico de mejorar las condiciones de vida de la población. En vista de lo anterior, este trabajo tuvo como objetivo desarrollar un modelo conceptual llamado Ciudad inteligente y Segura basado en un Sistema Autoadaptativo (CISSA). Para ello, se utilizó una investigación exploratoria y bibliográfica con un enfoque metodológico cualitativo. La construcción del modelo CISSA está organizada en tres capas: concepto, demandas e infraestructura. El concepto y la capa de demanda abordan una definición específica de la ciudad inteligente y presentan una estructura para la identificación y clasificación de las demandas de seguridad pública. Contribuyen a proporcionar pautas sobre las cuales la capa de infraestructura a través del sistema autoadaptativo monitorea el entorno y gestiona de manera autónoma el proceso de selección de soluciones, adaptando su comportamiento cuando sea necesario para resolver los desafíos de seguridad pública en la ciudad. Con los resultados obtenidos, se percibió que el modelo CISSA puede guiar a los administradores de la ciudad en proyectos que buscan establecer planes para hacer que las ciudades sean más inteligentes y seguras.As cidades inteligentes representam ambientes urbanos inovadores que fazem uso intensivo das Tecnologias da Informação e Comunicação (TICs) que aliadas ao paradigma de Internet of Things (IoT) visam aumentar a eficiência na prestação de serviços públicos e possibilitam que os cidadãos tenham suas demandas atendidas quase que em tempo real. Um dos principais desafios da governança urbana é a Segurança Pública que emerge como um componente indispensável para que a cidade possa atingir o seu objetivo estratégico de melhorar as condições de vida da população. Em função do exposto, este trabalho teve como principal objetivo desenvolver um modelo conceitual aqui denominado Cidade Inteligente e Segura baseado em Sistema Autoadaptativo (CISSA). Para tanto, utilizou-se de uma pesquisa exploratória e bibliográfica com abordagem metodológica qualitativa. O modelo CISSA está organizado em três camadas: conceito, demandas e infraestrutura. As camadas de conceito e demandas abordam uma definição própria de cidade inteligente e apresentam uma estrutura de identificação e classificação das demandas de segurança pública. Essas camadas contribuem para fornecer diretrizes sobre as quais a camada de infraestrutura por meio do sistema autoadaptativo monitora o ambiente e gerencia autonomamente o processo de seleção das soluções, adaptando quando necessário o seu comportamento para resolver os desafios da segurança pública na cidade.
