Tobacco production chain in Southern Brazil: study of the composition and relationship of its agents

Resumo: The objective of this work was to study the composition of the tobacco production chain and, with that, to try to understand the forms of relationship between the segments (links) that constitute it in the Southern Region of Brazil. The methodology used was that of a case study, through qualitative research, where data on the constitution of the chain were found. Bibliographic research was also carried out on the theme. The results showed that the relationship between the production agents is established through contracts and the SIPT; that the State of Rio Grande do Sul is the main tobacco producer in Brazil; that the contract signed creates a situation of dependence on producers; and also that the tobacco market is dominated by few companies, with predominance of foreign capital. The study of the chain, and the way of work of tobacco growers who adopt the SIPT, also made it possible to know and understand the established work relationships, the characteristics of production and the regulations required by companies in the tobacco industry.

La metodología utilizada fue la de un estudio de caso, a través de investigación cualitativa, donde se encontraron datos sobre la constitución de la cadena. También se realizó una investigación bibliográfica sobre el tema. Los resultados mostraron que la relación entre los agentes de producción se establece a través de contratos y el SIPT; que el estado de Rio Grande do Sul es el principal productor de tabaco de Brasil; que el contrato firmado crea una situación de dependencia de los productores; y también que el mercado del tabaco está dominado por pocas empresas, con predominio del capital extranjero. El estudio de la cadena, y la forma de trabajo de los cultivadores de tabaco que adoptan el SIPT, también permitió conocer y comprender las relaciones laborales establecidas, las características de la producción y la normativa exigida por las empresas de la industria tabacalera.O objetivo deste trabalho foi estudar a composição da cadeia produtiva do tabaco e, com isso, buscar compreender as formas de relacionamento entre os segmentos (elos) que a constituem na Região Sul do Brasil. A metodologia utilizada foi a de estudo de caso, por meio de pesquisa qualitativa, onde apurou-se dados sobre a constituição da cadeia. Igualmente realizou-se pesquisa bibliográfica em torno do tema. Os resultados mostraram que a relação entre os agentes de produção está estabelecida através de contratos e do SIPT; que o Estado do Rio grande do Sul é o principal produtor de fumo no Brasil; que o contrato firmado gera uma situação de dependência dos produtores; e também que o mercado do fumo é dominado por poucas empresas, com predominância do capital estrangeiro.
