The financing pharmaceutical assistance in a border municipality: Survey of medicine consumption during the SARS-CoV-2 pandemic

Resumo: | Both medical care and drug dispensing have no cost in the Unified Health System (SUS), so the presence of immigrants of Paraguayan origin in Foz do Iguaçu is a very present reality, where a large part seeks care in Brazil due to a absence of free services in Paraguay. However, the care of foreigners overloads the distribution of drugs, since the number of patients treated exceeds expectations, even at the time of purchase of medicines. For the development of the research, a study was carried out in the main databases in the field of health related to the topic and data collection regarding the consumption of medicines in the months in which the Border between Brazil and Paraguay was closed due to the Covid-19 pandemic. 19, as well as a report from the previous and following year (2019, 2020 and 2021) through analysis of the Quarterly Accountability Report (RDQ) of the Municipality of Foz do Iguaçu. According to the data obtained during the study, it is possible to observe that the Municipality has a higher than expected pharmaceutical service, this demand makes the public budget for the purchase of medicines insufficient, since the service of foreigners is not included in the transfer of funds. It is also clear that the municipalities bordering Foz do Iguaçu are experiencing structural problems, which do not support the service to their native population, which corroborates the overload of care in public pharmacies. |

Para el desarrollo de la investigación se realizó un estudio en las principales bases de datos del área de la salud relacionadas con el tema y recolección de datos respecto al consumo de medicamentos en los meses en que la Frontera entre Brasil y Paraguay estuvo cerrada por el Covid -19 pandemia 19, así como un informe del año anterior y siguiente (2019, 2020 y 2021) a través del análisis del Informe Trimestral de Rendición de Cuentas (RDQ) del Municipio de Foz do Iguaçu. De acuerdo a los datos obtenidos durante el estudio, se puede observar que el Municipio cuenta con un servicio farmacéutico superior al esperado, esta demanda hace que el presupuesto público para la compra de medicamentos sea insuficiente, ya que el servicio de extranjeros no está incluido en el traslado de fondos. También es claro que los municipios limítrofes con Foz do Iguaçu están experimentando problemas estructurales, que no apoyan la atención a su población nativa, lo que corrobora la sobrecarga de atención en las farmacias públicas.Tanto o atendimento médico quanto a dispensação de medicamentos não tem custo no Sistema Único de Saúde (SUS), por isso a presença de imigrantes de origem Paraguaia em Foz do Iguaçu é uma realidade bastante presente, onde grande parte procura atendimento no Brasil devido a uma ausência de serviços gratuitos no Paraguai. Porém, o atendimento de estrangeiros sobrecarrega a distribuição de fármacos, uma vez que o número de pacientes atendidos supera o esperado, até mesmo no momento da compra dos medicamentos. Para o desenvolvimento da pesquisa foi realizado um estudo nas principais bases de dados do campo da saúde relacionadas ao tema e levantamento de dados referente ao consumo de medicamentos nos meses em que a Fronteira entre o Brasil e Paraguai esteve fechada em decorrência da pandemia de Covid-19, bem como relatório do ano anterior e seguinte (2019, 2020 e 2021) através de análise do Relatório Quadrimestral de Prestação de contas (RDQ) do Município de Foz do Iguaçu. De acordo com os dados obtidos durante o estudo é possível observar que o Município registra um atendimento farmacêutico superior ao esperado, esta demanda torna o orçamento público para compra de medicamentos insuficiente, uma vez que o atendimento de estrangeiros não entra no repasse de verbas.
