Community empowerment in the midst of a pandemic: Articulation for health and energy improvement

Resumo: | Social Technology is a solution to a problem in a given locality where the population is involved in the development of this solution. These technologies have been applied in various areas, especially sanitation, environment and energy. In this context, the objective of this study was to develop jointly with the community of Vila Santíssima Trindade, in Santa Isabel do Pará, a water supply system powered by photovoltaic energy. In order for the community to be part of the process of elaboration of this, it would be trained on the importance of social technologies for sanitation, health and environment. However, from the pandemic events, the stages of social interaction had to be suspended and data collection was restricted to observational research and web interviews with the representative of the community residents' association. However, there was a need to hold a meeting with the community in order to define some points of the project. In this meeting, the community participated in defining the locations of the underground spring and the distribution reservoir. In addition, it has agreed to raise funds for the purchase of the photovoltaic system, so that it has proposed to draw up a raffle ticket for an internet system for rural locations. In this way, the community was empowered to seek a solution to its problem, even in the midst of a pandemic. Therefore, it is possible to affirm that the community was successful in what concerns the popular participation in the development of a solution, consequently succeeding in relation to social technology. |

Estas tecnologías han sido aplicadas en las más diversas áreas, destacándose saneamiento, medio ambiente y energía. En este contexto, el objetivo de este estudio era elaborar de forma conjunta con la comunidad de Villa Santísima Trinidad, en Santa Isabel do Pará, un sistema de abastecimiento de agua alimentado por energía fotovoltaica. Para que la comunidad fuera parte del proceso de elaboración de éste, ésta sería capacitada sobre la importancia de las tecnologías sociales para el saneamiento, la salud y el medio ambiente. Sin embargo, a partir de los eventos pandémicos, las etapas de interacción social tuvieron que ser suspendidas y la obtención de datos fue restringida la investigación observacional y entrevistas vía web con la representante de la asociación de vecinos de la comunidad. Sin embargo, hubo la necesidad de celebrar un encuentro con la comunidad para definir algunos puntos del proyecto. En este encuentro, la comunidad participó definiendo las ubicaciones del manantial subterráneo y del embalse de distribución. Además, se articuló para recaudar fondos para la adquisición del sistema fotovoltaico, de modo que la misma propuso la elaboración de una rifa de un sistema de internet para localidades rurales. De este modo, la comunidad se ha empoderado para buscar una solución a su problema, incluso en medio de una pandemia. Por lo tanto, es posible afirmar que la comunidad ha tenido éxito en lo que se refiere a la participación popular en el desarrollo de una solución, consiguiendo así éxito en relación con la tecnología social.A Tecnologia Social é uma solução para uma problemática de uma determinada localidade em que a população está envolvida no desenvolvimento desta solução. Estas tecnologias vêm sendo aplicadas nas mais diversas áreas, destacando-se saneamento, meio ambiente e energia. Neste contexto, o objetivo deste estudo foi elaborar de forma conjunta com a comunidade da Vila Santíssima Trindade, em Santa Isabel do Pará, um sistema de abastecimento de água alimentado por energia fotovoltaica. Para que a comunidade fizesse parte do processo de elaboração deste, esta seria capacitada sobre a importância das tecnologias sociais para o saneamento, saúde e ambiente. Entretanto, a partir dos eventos pandêmicos, as etapas de interação social precisaram ser suspensas e a obtenção de dados foi restrita a pesquisa observacional e entrevistas via web com a representante da associação de moradores da comunidade. No entanto, houve a necessidade de realizar um encontro com a comunidade a fim de definir alguns pontos do projeto. Neste encontro, a comunidade participou definindo as localizações do manancial subterrâneo e do reservatório de distribuição. Além disso, articulou-se a arrecadar fundos para aquisição do sistema fotovoltaico, de modo que a mesma propôs a elaboração de uma rifa de um sistema de internet para localidades rurais.
