Inclusion in higher education: a systematic review of the conditions presented to students with disabilities

Resumo: The objective of this study is to investigate the conditions of access and permanence of people with disabilities in higher education.  A descriptive research methodology with a qualitative approach was used, through a review accomplished with mapping of academic publications produced in the period 2008-2015. The preference of this periodization was due to relevant norms in the discussion of subject: the "National Policy of Special Education in the Perspective of Inclusive Education" of 2008 and the “Statute of the Person with Disabilities” of 2015. In the persuit for literature, we used the keywords "inclusion", "deficiency" and "higher education", only in Portuguese searching the Google Academic search base. Therefore, this expressions were chosen because it is considered accessible and accessible. From this recovery came a documental large amount, which was refined by means of exclusion criteria in five stages, resulting in the end in fifteen articles. Although there are public policies that seek to make direct access to these students in higher education, their analysis showed gaps between the guidelines and the reality, leading to the lack of commitment to the impediment, when dealing with the permanence and effective completion of the training. It is a pressing concern to implement and compliance with legislation that ensures accessibility, so that this scenario reverts and the right to education is actually accessible.

Se utilizó una metodología de investigación descriptiva con abordaje cualitativo, realizada por medio de una revisión con mapeamiento de publicaciones académicas producidas en el período 2008-2015. La opción por esta periodización se debió a normalizaciones relevantes en la discusión de esta temática: la "Política Nacional de Educación Especial en la Perspectiva de la Educación Inclusiva" de 2008 y el "Estatuto de la persona con discapacidad" de 2015. En la búsqueda de la literatura, si los rastreadores de "inclusión", "discapacidad", "educación superior", sólo en portugués de interconexión en la base de búsqueda de Google Académico, elegido porque se considera asequible y accesible. De esa recuperación surgió una masa documental, que fue refinada a partir de criterios de exclusión en cinco etapas, resultando al final en quince artículos. Su análisis puso de manifiesto que aunque existen políticas públicas que buscan hacer efectivos los derechos de acceso a esos estudiantes en la enseñanza superior, existen lagunas entre las directrices y la realidad, ocasionando el descompuesto al impedimento, al tratarse de la permanencia y de la efectiva conclusión de la formación. Es urgente la efectividad y cumplimiento de la legislación que asegura la accesibilidad, para que este escenario se revierte y el derecho a la educación sea accesible de hecho.O objetivo deste trabalho é investigar as condições de acesso e permanência das pessoas com deficiência no ensino superior. Utilizou-se uma metodologia de pesquisa descritiva com abordagem qualitativa, realizada por meio de uma revisão com mapeamento de publicações acadêmicas produzidas no período de 2008-2015. A opção por esta periodização deveu-se a normalizações relevantes na discussão dessa temática: a “Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva” de 2008 e o “Estatuto da Pessoa com Deficiência” de 2015. Na busca pela literatura, empregou-se os indexadores “inclusão”, “deficiência”, “ensino superior”, somente em português perscrutando a base de pesquisa Google Acadêmico, escolhida por ser considerada acessível e com acessibilidade. Dessa recuperação surgiu uma massa documental, que foi refinada a partir de critérios de exclusão em cinco etapas, resultando ao final em quinze artigos. Sua análise evidenciou que embora haja políticas públicas que buscam efetivar os diretos de acesso a esses estudantes no ensino superior, existem lacunas entre as diretrizes e a realidade, ocasionando do descompasso ao impedimento, ao se tratar da permanência e da efetiva conclusão da formação.
