Governance structure and public policy supporting productive arrangements: a study in the Bahia information tecnology sector

Resumo: | This article aims to understand how the governance structure avoids the entrepreneurial skills of Information Technology (IT) in Bahia and is able to influence certain characteristics of public policy in support of non-state productive explorations. As a way to confirm the objective, the proposal is followed by the following steps: i) Characterization of the governance structures of companies that did not start from IT in Bahia; ii) Review of bibliography and public policy documents that reveal or encourage any governance structure; iii) Analyze the influence of the governance structure of two IT entrepreneurs on the characteristics of the support provided by public policies. In search of theoretical support from the Nova Institutional Economics (NEI), specifically in Transaction Cost Economics (ECT), we studied Oliver Williamson (1985, 1990, 1996). Through bibliographic, documentary research and analysis of questionnaires it was possible to arrive at the expected results. As a result, it is possible to affirm that Bahian public policy stimulated, in particular, transactions developed through contracts (hybrids) and price mechanisms (market). It was concluded that the governance structure of IT entrepreneurs was able to stimulate public policy to support productive arrangements in Bahia. |

Como una forma de confirmar el objetivo, la propuesta es seguida por los siguientes pasos: i) Caracterización de las estructuras de gobierno de las empresas que no partieron de TI en Bahía; ii) Revisión de bibliografía y documentos de política pública que revelen o alienten cualquier estructura de gobierno; iii) Analizar la influencia de la estructura de gobernanza de dos empresarios de TI sobre las características del soporte brindado por las políticas públicas. En busca del apoyo teórico de la Nova Institutional Economics (NIE), específicamente en Transaction Cost Economics (TCE), estudiamos a Oliver Williamson (1985, 1990, 1996). A través de la investigación bibliográfica, documental y el análisis de cuestionarios fue posible llegar a los resultados esperados.Como resultado, es posible afirmar que la política pública bahiana estimuló, en particular, las transacciones desarrolladas a través de contratos (híbridos) y mecanismos de precios (mercado). Se concluyó que la estructura de gobernanza de los empresarios de TI fue capaz de estimular la política pública para apoyar los arreglos productivos en Bahía.Este artigo visa compreender como a estrutura de governança escolhida pelos empresários de Tecnologia da Informação (TI) na Bahia é capaz de influenciar determinadas características da política pública de apoio a arranjos produtivos no estado. Como forma de chegar ao objetivo proposto desenvolveu-se os seguintes passos: i) Caracterização das estruturas de governanças das empresas no arranjo de TI da Bahia; ii) Exame da bibliografia e documentos da política pública que revelem o estímulo a qualquer uma das estruturas de governança; iii) Analise da influência da estrutura de governança dos empresários de TI sobre as características do apoio concedido pela política pública. A pesquisa contou com o apoio do arcabouço teórico da Nova Economia Institucional (NEI), especificamente na Economia dos Custos de Transação (ECT), nos estudos de Oliver Williamson (1985, 1990, 1996). Por meio de pesquisa bibliográfica, documental e análise de questionários foi possível chegar aos resultados previstos. Como resultados é possível afirmar que a política pública baiana estimulou, em especial, transações desenvolvidas por meio de contratos (híbridas) e mecanismos de preço (mercado).
