Coronavirus pandemic and Primary Care: reflections on the challenges of managers

Resumo: Objective: To propose reflections on the challenges of managers and health professionals in relation to the Coronavirus pandemic in Primary Care. Method: This is a reflective study of the evidence and documentation available on the coronavirus pandemic in primary care. Research was carried out on databases and websites of regulatory agencies. The text was organized into two themes: management and structural challenges in primary health care against coronavirus; Challenges to protect and value health professionals during the coronavirus pandemic. Results and Discussion: When faced with challenges, aspects such as quality assurance of outpatient care, given the scarcity of technology, the adequate structural quality so that professionals can act, including their safety, with the adequate supply of materials and training through education in the face of the new scenario become essential. Another challenge is in the context of current management, which in a way shakes the action of primary care, due to the deficit of professionals, which negatively impacts the current confrontation scenario. Conclusion: the study's reflection refers to chronic factors in the management process, the deficit of professionals, the structural quality, as well as the supply of materials as factors that hinder the care process for users, corroborated by the population's vulnerability, are challenges in this chaotic and exhausting scenario.

Método: Este es un estudio de reflexión sobre las evidencias y documentaciones disponibles sobre la pandemia de coronavirus en la atención primaria. Se realizaron búsquedas en bases de datos y sitios web de agencias reguladoras. El texto se organizó en dos temas: Desafios gerenciales y estructurales en la Atención Primária de Salud frente al Coronavírus; Desafíos en la protección y valorización de los profesionales de salud durante la pandemia del Coronavírus. Resultados y discusión: cuando se enfrentan a desafíos, aspectos tales como garantizar la calidad de la atención ambulatoria ante la escasez de tecnología, la calidad estructural adecuada para que los profesionales actúen, incluida su seguridad, con el suministro adecuado de materiales y capacitación a través de la educación ante el nuevo escenario, se vuelve esencial. Otro desafío está en el contexto de la gestión actual, que en cierto modo dificulta la acción de la atención primaria, debido al déficit de profesionales, que impacta negativamente en el escenario de confrontación actual. Conclusión: la reflexión del estudio se refiere a factores crónicos en el proceso de gestión, el déficit de profesionales, la calidad estructural y el suministro de materiales como factores que dificultan el proceso de atención a los usuarios, corroborados por la vulnerabilidad de la población, son desafíos en este escenario caótico y agotador.Objetivo: Propor reflexões sobre os desafios dos gestores e profissionais de saúde em relação à pandemia do Coronavírus na Atenção Primária. Método: Este é um estudo reflexivo das evidências e documentação disponíveis sobre a pandemia de Coronavírus na atenção primária. Foram realizadas pesquisas em bancos de dados e sites das agências reguladoras. O texto organizou-se em dois temas: gestão e desafios estruturais na atenção primária à saúde contra o Coronavírus; desafios para proteger e valorizar os profissionais de saúde durante a pandemia pelo Coronavírus. Resultados e Discussão: Ao se deparar com os desafios, aspectos tais como garantia da qualidade do atendimento ambulatorial frente a escassez de tecnologia, a qualidade estrutural adequada para que os profissionais possam atuar, incluindo a segurança destes, com o fornecimento adequado de materiais e capacitação, através da educação frente ao novo cenário, se tornam essenciais. Outro desafio encontra-se no âmbito da gestão atual, que de certa forma estremece a ação da atenção básica, devido ao déficit de profissionais, que impacta negativamente no cenário de enfrentamento vivido atualmente.
