New Times, Same Hands: the principle of temporality in the successions to the position of Governor of the State of Rio Grande do Norte (1975-1986)

Resumo: The object of this study is the principle of temporality, analyzed through the succession to the position of Governor of the State of Rio Grande do Norte during the decade that corresponds to the years 1975 and 1986, a period marked by the Military Dictatorship in Brazil. Using mainly empirical and qualitative bibliographic research in the historical and legal literature on the subject, this work aims to attest that, although three different rulers have exercised their mandates, the principle of temporality was not followed, as well as that of alternation of power. The justification of this study is based on the relevance of the theme in a society whose regime is democratic and defined by popular participation. In view of the principle of temporality, the holder of the Public Power must be alternated, however, as will be demonstrated in a more in-depth analysis, this legal institute was not observed in this period, with only a simulation of normality.

Utilizando, principalmente, una investigación bibliográfica empírica y cualitativa en la literatura histórica y jurídica sobre el tema, este trabajo pretende atestiguar que, en este período, aunque han ejercido sus mandatos tres gobernadores diferentes, no se siguió el principio de temporalidad, ni de alternancia de poder. La justificación de este estudio se basa en la relevancia del tema en una sociedad cuyo régimen es democrático y definido por la participación popular. En atención al principio de temporalidad, el agente que ostenta el Poder Público debe ser alternado, sin embargo, como se demostrará en un análisis más profundo, tal institución legal no se observó durante este período, con sólo una simulación de normalidad.O objeto deste estudo é o princípio da temporalidade, analisado por meio da sucessão ao cargo de Governador do Estado do Rio Grande do Norte durante o período que corresponde aos anos de 1975 e 1986, época marcada pela Ditadura Militar no Brasil e, também, pelos ditos governadores “biônicos”. Utilizando-se, principalmente, de pesquisa empírica e bibliográfica qualitativa na literatura histórica e jurídica acerca do tema, este trabalho visa a atestar que, embora três governadores diferentes tenham exercido seus mandatos, não se seguiu o princípio da temporalidade e, tampouco, da alternância de poder nesse período. A justificativa deste estudo pauta-se na relevância do tema em uma sociedade cujo regime é democrático e definido pela participação popular.
