Radioactive risk in southwest Bahia, Brazil: a mapping of institutional actions

Resumo: The objective was to present and discuss the actions of public institutions to control the radioactive risk arising from uranium mining, between 2008 and 2019, in the southwest of the State of Bahia, Brazil. This is a qualitative multiple case study. 141 documents produced by the institutions and 28 interviews with managers and technicians of the institutions were analyzed. They were interpreted from the CDC/USA/WHO model for the analysis of Essential Functions in Public Health, through approximations with Hermeneutics. The results revealed: 1 - situations of institutional contrasts with different views on health and the environment in the face of the problem; 2 - that there are different management models and experiences in the face of the same phenomenon; 3 - that the institutional narratives expressed consensus in terms of low capillarity and limited technical capacity of actions to control radioactive risk 4 - low qualification of health professionals and technical conditions for the prevention and control of radioactive risk; 5 - Insufficient epidemiological information on radiation risk. It is concluded that the analyzed health and environment institutions do not have the capacity to control the radioactive risk in southwest Bahia.

Este es un estudio cualitativo de casos múltiples. Se analizaron 141 documentos producidos por las instituciones y 28 entrevistas a directivos y técnicos de las instituciones. Fueron interpretados a partir del modelo CDC/USA/OMS para el análisis de Funciones Esenciales en Salud Pública, a través de aproximaciones con la Hermenéutica. Los resultados revelaron: 1 - situaciones de contrastes institucionales con diferentes miradas sobre la salud y el medio ambiente frente al problema; 2 - que existen diferentes modelos de gestión y experiencias frente a un mismo fenómeno; 3 - que las narrativas institucionales expresaron consenso en términos de baja capilaridad y limitada capacidad técnica de las acciones de control del riesgo radiactivo 4 - baja calificación de los profesionales de la salud y condiciones técnicas para la prevención y control del riesgo radiactivo; 5 - Información epidemiológica insuficiente sobre el riesgo de radiación. Se concluye que las instituciones de salud y medio ambiente analizadas no tienen capacidad para controlar el riesgo radiactivo en el suroeste de Bahía.Objetivou-se apresentar e discutir as ações das instituições públicas para controle do risco radioativo decorrente da mineração de urânio, entre 2008 e 2019, no sudoeste do Estado da Bahia, Brasil. Trata-se de estudo qualitativo de caso múltiplo. Analisou-se 141 documentos produzidos pelas instituições e 28 entrevistas com gestores e técnicos das instituições. Foram interpretados a partir do modelo da CDC/EUA/OMS para análise das Funções Essenciais em Saúde Pública, por meio e aproximações com a Hermenêutica. Os resultados revelaram: 1 - situações de contrastes institucionais com diferentes visões sobre a saúde e o meio ambiente diante do problema; 2 - que existem modelos de gestão e experiências diferenciadas frente ao mesmo fenômeno; 3 - que as narrativas institucionais expressaram consensos em termos de baixa capilaridade e capacidade técnica limitada das ações para o controle do risco radioativo 4 - baixa qualificação dos profissionais de saúde e condições técnicas para prevenção e controle do risco radioativo; 5 - informações epidemiológicas insuficientes sobre risco radiativo.
