Resumo: The National School Feeding Program (PNAE) is one of the longest-running school feeding programs in history. Its recent reformulation, which took place through Federal Law 11,947/2009, brought important changes; among others, the strengthening of the approximation of Food and Nutritional Security strategies that are guided by the principles of the Human Right to Adequate Food; and the requirement that at least 30% of the resources transferred to the municipalities be used to purchase food from family farming. It is considered a virtuous link that links healthy eating to public school students with support for sustainable rural development. A research was carried out with the municipalities consortium with CIDENNF on the performance in the execution of the PNAE in the years 2019 and 2020 and possible effects caused by the Covid 19 pandemic on their execution. The objective of the research is to shed light on the topic and, who knows, to reorient strategies to strengthen the program.

Su reciente reformulación, ocurrida a través de la Ley Federal 11.947/2009, trajo importantes cambios en sus lineamientos; entre otros, fortalecer el enfoque de las estrategias de Seguridad Alimentaria y Nutricional (SAN) que se guían por los principios del Derecho Humano a la Alimentación Adecuada (DHAA); y la exigencia de que, al menos, el 30% de los recursos transferidos a los municipios se destinen a la compra directa de alimentos a la agricultura familiar. Se considera un eslabón virtuoso que vincula la alimentación saludable de los estudiantes de escuelas públicas con el apoyo al desarrollo rural. Se realizó una investigación sobre el desempeño en la ejecución del PNAE en los años 2019 y 2020, en conjunto con los municipios consorciados con el Consorcio Público Intermunicipal de Desarrollo del Norte y Noroeste Fluminense - CIDENNF agricultura familiar en municipios del Estado de Río de Janeiro en el ámbito del PNAE en el año 2020, comparándolo con el año 2019. Se espera arrojar luz sobre posibles efectos ocasionados por la pandemia de Covid 19 en la ejecución de la política pública.O Programa Nacional de Alimentação Escolar (PNAE) é um dos programas de alimentação escolar mais longevo da história. Sua reformulação recente, ocorrida através da Lei Federal 11.947/2009, trouxe importantes mudanças em suas diretrizes; dentre outras, o reforço na aproximação das estratégias de Segurança Alimentar e Nutricional (SAN) que se orientam pelos princípios do Direto Humano à Alimentação Adequada (DHAA); e a obrigatoriedade de que, no mínimo, 30% dos recursos transferidos aos municípios sejam empregados na aquisição direta de alimentos oriundos da agricultura familiar. É considerado um elo virtuoso que liga alimentação saudável aos estudantes da rede pública com o apoio ao desenvolvimento rural. Realizou-se, junto aos municípios consorciados ao Consórcio Público Intermunicipal de Desenvolvimento do Norte e Noroeste Fluminense – CIDENNF, pesquisa sobre o desempenho na execução do PNAE nos anos de 2019 e 2020. Objetiva-se apresentar um panorama da execução da aquisição de produtos da agricultura familiar em municípios do Estado do Rio de Janeiro no âmbito do PNAE no ano de 2020 comparando-o com o ano de 2019.
