Life and working conditions of recyclable material gatherers of association of gatherers of jangurussu (ascanjan) in Fortaleza City, Ceará State, Brazil

Resumo: | The aim of this research is to present a socioeconomic diagnosis of the living and working conditions of recyclable waste pickers through an association in the city of Fortaleza, CE, which presents several problems in the process of inclusion of these professionals in the system. The incorporation of these environmental agents is a challenge, and is one of the great problems nowadays, due to the devaluation they suffer. The policies, programs and social actions aimed at this theme are aimed at reducing the deficit found in the system, and may highlight the National Solid Waste Policy as revolutionary in the process of inclusion of waste pickers through reverse logistics, selective collection and solidarity economy. The process of picking is for many pickers the only way to guarantee their survival and that of their families, especially of an attempt to be included in the labor market, even if it is perverse, and without labor laws. This research investigated through a questionnaire the gender, income, age, schooling level and the activities that the professionals from the process of cacao develop in the Association of the Collectors of the Jangurussu. The final data reveal precarious working conditions and that these workers are exposed to social prejudice, simply because of the type of activity they develop, due to the lack of decent working conditions, due to the lack of effective social policies and without the right to a fixed monthly income. |

La incorporación de estos agentes ambientales es un desafío y uno de los principales problemas hoy en día, debido a la devaluación que sufren. Las políticas, programas y acciones sociales dirigidas a este tema apuntan a alternativas para reducir este déficit que se encuentra en el sistema, lo que puede resaltar la Política Nacional de Residuos Sólidos como revolucionaria en el proceso de incluir a los recicladores a través de la logística inversa, la recolección selectiva y la economía solidaria. Para muchos recicladores, el proceso de recolección es la única forma de garantizar su supervivencia y la de sus familias, y especialmente un intento de incluirlos en el mercado laboral, incluso si es perverso y sin leyes laborales. Esta investigación investigó a través de un cuestionario el género, el ingreso, la edad, el nivel de educación y las actividades que los profesionales del proceso de recolección desarrollan en la Asociación de Coleccionistas de Jangurussu. Los datos finales revelan condiciones de trabajo precarias y que estos trabajadores están expuestos a prejuicios sociales, simplemente debido al tipo de actividad que desarrollan, debido a la falta de condiciones de trabajo decentes, debido a la falta de políticas públicas de asistencia social efectivas y sin el derecho a un Renta mensual fija.A pesquisa tem como objetivo apresentar um diagnóstico socioeconômico das condições de vida e de trabalho dos catadores de materiais recicláveis por meio de uma associação no município de Fortaleza – CE, que enfrenta vários problemas no processo de inclusão desses profissionais no sistema. A incorporação desses agentes ambientais é um desafio e uma das grandes problemáticas nos dias atuais, por conta da desvalorização que eles sofrem. As políticas, programas e ações sociais voltadas para essa temática visam alternativas para a diminuição dessa défice encontrada no sistema, podendo destacar a Política Nacional de Resíduos Sólidos como revolucionária no processo de inclusão dos catadores por meio da logística reversa, coleta seletiva e economia solidária. O processo de catação é para muitos catadores a única forma de garantir a sua sobrevivência e de seus familiares e principalmente de uma tentativa de inclusão no mercado de trabalho, mesmo que seja de forma perversa e sem leis trabalhistas. Essa pesquisa investigou através de um questionário o gênero, renda, idade, nível de escolaridade e as atividades que os profissionais oriundos do processo de catação desenvolvem na Associação dos Catadores do Jangurussu.
