Evaluation of the State Health Policy of Lesbians Gays Bisexuals Sheets and Transsexuals of Pernambuco from the management instruments

Resumo: In 2015, the state of Pernambuco instituted the State Policy for the Comprehensive Health of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals (PESILGBT) as a response to the health demands of these social groups. In this context, this article aims to evaluate the implementation of PESILGBT from its management instruments. A case study was carried out through documentary analysis and content analysis of the Management Instruments: State Health Plan; Annual Health Programs, and Annual Management Reports. Among the LGBT social groups, it was evidenced the greater insertion of health care actions directed at transvestites and transsexuals, demonstrating the increase in the visibility of these groups in the context of public health policies in Pernambuco. However, the perpetuation of the invisibility of lesbian and bisexual women in this same context was also observed. Regarding approaches in health education as strategies to change professional practice, the institutional commitment of the State Department of Health of Pernambuco was expressed with the elimination of prejudice and discrimination based on sexual orientation and gender identity in the state health network, this being one of the main obstacles to health care. It was concluded that in the current context of reemergence of neoliberal ideology, where there is no priority to equity policies, PESILGBT acts as an institutionalized instrument to strengthen the right to health of LGBT social groups.

En ese contexto, este artículo tiene como objetivo evaluar la implementación del PESILGBT desde sus instrumentos de gestión. Se realizó un estudio de caso, a través del análisis documental y de contenido de los Instrumentos de Gestión: Plan Estatal de Salud; Programas Anuales de Salud e Informes Anuales de Gestión. Entre los grupos sociales LGBT, hubo una mayor inserción de acciones de atención a la salud dirigidas a travestis y transexuales, demostrando la mayor visibilidad de estos grupos en el contexto de las políticas públicas de salud en Pernambuco. Sin embargo, también se observó la perpetuación de la invisibilidad de las mujeres lesbianas y bisexuales en este mismo contexto. En cuanto a los abordajes en educación en salud como estrategias para la transformación de la práctica profesional, se expresó el compromiso institucional de la Secretaría de Salud del Estado de Pernambuco con la eliminación de prejuicios y discriminaciones basadas en la orientación sexual y la identidad de género en la red estatal de salud, siendo este uno de los principales obstáculos para la atención de la salud. Se concluyó que en el contexto actual de resurgimiento de la ideología neoliberal, donde no priman las políticas de equidad, el PESILGBT actúa como un instrumento institucionalizado para fortalecer el derecho a la salud de los grupos sociales LGBT.O estado de Pernambuco instituiu em 2015 a Política Estadual de Saúde Integral de Lésbicas, Gays, Bissexuais, Travestis e Transexuais (PESILGBT) como resposta a demandas em saúde destes grupos sociais. Em relação as abordagens em educação em saúde como estratégias de mudança da prática profissional, expressou-se o compromisso institucional da Secretaria Estadual de Saúde de Pernambuco com a eliminação do preconceito e a discriminação por orientação sexual e identidade de gênero na rede estadual de saúde, sendo esse um dos principais entraves da assistência à saúde.
