The role of the electric sector in reducing social vulnerability

Resumo: The study aims to understand the role of the electricity sector in reducing social vulnerability. Electric energy, through government actions within the electricity sector, has an important strategic role in promoting the process of human development. Deepening the understanding of the connections between electricity and social vulnerability will result in important subsidies for the decision-making process that tend to contribute to the reduction of social vulnerability, as an integral part of the human development process. The methodology of this study was limited to the theoretical field and used scientific journals that conceptually deal with the categories of electricity, social vulnerability and their theoretical relationships. The study concluded that the connections between electricity and social vulnerability are evident when investments in electricity consider aspects that favor the living conditions of populations, that is, when investments in electricity: enable the generation of new posts through production chains arising from new sources of generation of this input, provides opportunities for local populations to contribute to the decision-making process regarding their realities, favor the proper examination of the possible socio-environmental impacts generated with the populations affected by energy projects, and finance institutional regulation of electricity distributors.

La energía eléctrica, a través de acciones gubernamentales dentro del sector eléctrico, tiene un papel estratégico importante en la promoción del proceso de desarrollo humano. La profundización del conocimiento de las conexiones entre electricidad y vulnerabilidad social resultará en importantes subsidios al proceso de toma de decisiones que tienden a contribuir a la reducción de la vulnerabilidad social, como parte integral del proceso de desarrollo humano. La metodología de este estudio se limitó al campo teórico y utilizó revistas científicas que abordan conceptualmente las categorías de electricidad, vulnerabilidad social y sus relaciones teóricas. El estudio concluyó que las conexiones entre electricidad y vulnerabilidad social son evidentes cuando las inversiones en electricidad consideran aspectos que favorecen las condiciones de vida de las poblaciones, es decir, cuando las inversiones en electricidad: posibilitan la generación de nuevos puestos a través de cadenas productivas que surgen de nuevas fuentes de generación  de este insumo, brinda oportunidades para que las poblaciones locales contribuyan a la toma de decisiones sobre sus realidades, favorezcan el adecuado examen de los posibles impactos socioambientales generados con las poblaciones afectadas por proyectos energéticos y financien la regulación institucional de las distribuidoras eléctricas.O estudo possui o objetivo de compreender o papel do setor elétrico na redução da vulnerabilidade social. A energia elétrica, por meio de ações governamentais no âmbito do setor elétrico, possui um relevante papel estratégico de promotora do processo de desenvolvimento humano. O aprofundamento da compreensão das conexões entre a energia elétrica e a vulnerabilidade social resultará em subsídios importantes ao processo de tomada de decisão que tendem a contribuir para a redução da vulnerabilidade social, enquanto parte integrante do processo de desenvolvimento humano. A metodologia deste estudo limitou-se ao campo teórico e se utilizou de periódicos científicos que tratam, conceitualmente, as categorias energia elétrica, vulnerabilidade social e suas relações teóricas.
