Remote sensing and monitoring forest degradation by governmental entities in Brazil

Resumo: The effective protection of native plant remnants present in Brazilian territory is one of the main contributions that the country must adopt in the Decade of Ecosystem Restoration (2021-2030) promulgated by the UN. The objective of the work was to present a general scenario of how governmental entities that deal with environmental protection can use digital platforms built from remote satellite data, as support for strategic planning aimed at controlling environmental degradation. Examples of successful databases that support the control of plant suppression and illegal forest fires are cited, such as Brazilian projects for issuing degradation alerts, such as DETER and PRODES of the National Institute for Space Research, and global platforms, such as Global Forest Watch with similar purposes. There was a presentation of a simple history of the use of geotechnological tools in the form of free data platforms, with data on vegetation cover. We present case studies of use of digital platforms incorporated in the environmental management of the State Public Ministry, such as the case of Mato Grosso, and the Federal Public Ministry. We emphasize the importance of the incorporation of technologies by public entities that promote synergies between the scientific and technological environment and the legal environment, in order to advance in the definition of protocols that bring more legal certainty, for the due validation of judicial evidence, which can effectively hold those who practice environmental illicit accountable.

El objetivo del trabajo fue presentar un escenario general de cómo las entidades gubernamentales que se ocupan de la protección del medio ambiente pueden utilizar plataformas digitales construidas a partir de datos satelitales remotos, como apoyo para la planificación estratégica encaminada al control de la degradación ambiental. Se citan ejemplos de bases de datos exitosas que apoyan el control de la extinción de plantas y los incendios forestales ilegales, como proyectos brasileños para emitir alertas de degradación, como DETER y PRODES del Instituto Nacional de Investigaciones Espaciales, y plataformas globales, como Global Forest Watch con propósitos similares. Se presentó uma historia sencilla del uso de herramientas geotecnológicas en forma de plataformas de datos libres, con datos de cobertura vegetal. Presentamos estudios de caso del uso de plataformas digitales incorporadas en la gestión ambiental del Ministerio Público del Estado, como es el caso de Mato Grosso, y el Ministerio Público Federal. Resaltamos la importancia de la incorporación de tecnologías por parte de las entidades públicas que promuevan sinergias entre el entorno científico y tecnológico y el entorno legal, a fin de avanzar en la definición de protocolos que brinden mayor seguridad jurídica, para la debida validación de la prueba judicial, que puede responsabilizar efectivamente a quienes practican ilícitos ambientales.A proteção efetiva dos remanescentes vegetais nativos presentes no território brasileiro, é uma das principais contribuições que o país deve adotar na Década Restauração de Ecossistemas (2021-2030) promulgada pela ONU. Houve a apresentação de um singelo histórico do uso de ferramentas de geotecnologias sob a forma de plataformas de dados gratutitas, com dados da cobertura vegetal. Apresentamos estudos de caso de uso de plataformas digitais incorporadas na gestão ambiental dos Ministerios Públicos Estaduais, como o caso de Mato Grosso, e Ministério Público Federal.
