Cost assessment for implementing an oral health team in the Family Health Strategy in the state of Minas Gerais

Resumo: | Health care costs, including oral health care, are relevant and tend to increase, while funding sources are limited. In Brazil, economic assessments in health, especially in the area of oral health, are still incipient and little incorporated into management practices. The aim of this study was to calculate the investment needed to implement an Oral Health Teams (OHT) in the state of Minas Gerais. The methodology consisted of an economic evaluation of an OHT implementation cost analysis type. The calculation of investments was obtained by adding the costs of human resources, equipment, furniture, instruments and maintenance of dental equipment, which are the direct costs. Recurring costs were those spent on electricity, water and telephone. The total investment cost for implementing an OHT in the state of Minas Gerais was estimated at BRL 67.329.02 for MOD I, consisting of DS and OHA, and BRL 67.467.26 for MOD I, consisting of DS and OCT. In MOD II, the implementation cost was R$85.842.46 for the team consisting of DS, OCH and OHA and R$85.980.70 for the team consisting of DS and two OCH. The study showed that municipalities are primarily responsible for funding oral health actions and services in primary care. It is necessary that the federal and state spheres, particularly in Minas Gerais, participate more effectively in the implementation of the OHT. |

En Brasil, las evaluaciones económicas en salud, especialmente en el área de salud bucal, son aún incipientes y poco incorporadas a las prácticas de manejo. El objetivo de este estudio fue calcular la inversión necesaria para implementar un ESB en el estado de Minas Gerais. La metodología consistió en una evaluación económica de un tipo de análisis de costos de implementación del ESB. El cálculo de las inversiones se obtuvo sumando los costos de recursos humanos, equipo, mobiliario, instrumental y mantenimiento del equipo odontológico, que son los costos directos. Los costos recurrentes fueron los gastados en electricidad, agua y teléfono. El costo total de inversión para la implementación de un ESB en el estado de Minas Gerais se estimó en BRL 67.329.02 para el MOD I, compuesto por CD y ASB, y BRL 67.467.26 para el MOD I, compuesto por CD y TSB. En el MOD II, el costo de implementación fue de R $ 85.842,46 para el equipo formado por CD, TSB y ASB y de R $ 85.980,70 para el equipo formado por CD y dos TSB. El estudio mostró que los municipios son los principales responsables de financiar las acciones y los servicios de salud bucodental en la atención primaria. Es necesario que los ámbitos federal y estatal, particularmente en Minas Gerais, participen de manera más efectiva en la implementación de la ESB.Os custos da saúde, incluindo a bucal, são relevantes e tendem a ser crescentes, enquanto as fontes de financiamento são limitadas. No Brasil, as avaliações econômicas em saúde, em especial na área da saúde bucal, ainda são incipientes e pouco incorporadas às práticas de gestão. O objetivo deste estudo foi calcular o investimento necessário para implantação de uma Equipe de Saúde Bucal (ESB) no estado de Minas Gerais. A metodologia consistiu numa avaliação econômica parcial do tipo análise de custos. O cálculo dos investimentos foi obtido pela soma dos custos com recursos humanos, equipamentos, móveis, instrumentais e manutenção dos equipamentos odontológicos, sendo estes os custos diretos. Os custos recorrentes foram aqueles dispendidos com energia elétrica, água e telefone. O custo total para implantação de uma ESB no estado de Minas Gerais foi estimado em R$ 67.329,02 para a MOD I, composta por CD e ASB e R$ 67.467,26 para MOD I composta por CD e TSB. Na MOD II o custo de implantação foi de R$ 85.842,46 para a equipe composta por CD, TSB e ASB e de R$ 85.980,70 para a equipe composta por CD e dois TSB. O estudo mostrou que os municípios são os responsáveis pela maior parte do custeio das ações e serviços de saúde bucal na atenção primária.
