Advocacy in the context of the COVID-19 pandemic: in defense of the rights to health

Resumo: Objective: To reflect about the applicability of theoretical constructs of advocacy in nursing care, considering the context of the COVID-19 pandemic. Method: Reflective theoretical study performed in the months of May and June 2020, based on national and international scientific literature. We used two theoretical sections for analysis: i) Nursing Work aligned with the principle of human dignity; ii) Fighting the COVID-19 pandemic supported by advocacy and nursing performance. Results: It introduces the principles of human dignity and the right to health; the nursing work performance in the context of the COVID-19 pandemic; the advocacy for nursing and the challenges and strategies for ensuring the right to health of patients/users and nursing workers in the context of the COVID-19 pandemic in Brazil. Conclusion: In order to ensure fundamental rights in the context of the COVID-19 pandemic, the evocation of constitutional principles and advocacy should be highlighted; and, in this context, the nursing professional has an essential role, since he/she can engage in the defense of his/her own health as a worker and citizen, but also in the defense of the health of the patients/users under his/her care, their families and the community at large.

Método: Estudio teórico reflexivo efectuado en los meses de mayo y junio de 2020, basado en la literatura científica nacional e internacional. Para el análisis, se utilizaron dos secciones teóricas: i) El trabajo de la Enfermería alineado con el principio de la dignidad humana; ii) La lucha contra la pandemia de la COVID-19 anclada en el advocacy y la actuación de la enfermería. Resultados: Se presentan los principios de la dignidad humana y el derecho a la salud; la actuación laboral de la enfermería en el contexto de la pandemia de la COVID-19; el advocacy para la enfermería y los retos y estrategias para garantizar el derecho a la salud de los pacientes/usuarios y los trabajadores de enfermería en el contexto de la pandemia de la COVID-19 en el Brasil. Conclusión: Para garantizar los derechos fundamentales en el contexto de la pandemia de la COVID-19, hay que subrayar la evocación de los principios constitucionales y del advocacy; y, en este contexto, el enfermero tiene un rol crucial, ya que puede dedicarse a la defensa de su propia salud como trabajador y ciudadano, pero también a la defensa de la salud de los pacientes/usuarios  bajo su atención, sus familias y la comunidad en general.Objetivo: Refletir sobre a aplicabilidade dos constructos teóricos do advocacy, na assistência em enfermagem, considerando o contexto da pandemia da COVID-19. Método: Estudo teórico e reflexivo, realizado de maio a junho de 2020, baseado na literatura científica nacional e internacional. Utilizaram-se para análise duas seções teóricas: i) Trabalho de enfermagem alinhado com o princípio da dignidade da pessoa humana; ii) Combate à pandemia da COVID-19 alicerçado no advocacy e na atuação da enfermagem. Resultados: Apresentaram-se os princípios da dignidade da pessoa humana e o direito à saúde; a atuação laboral da enfermagem no contexto da pandemia da COVID-19; o advocacy para a enfermagem; e os desafios e estratégias para garantia do direito à saúde de pacientes/usuários e trabalhadores de enfermagem, no contexto da pandemia da COVID-19, no Brasil.
