The dynamics of adoption of agricultural technologies in Mozambique: analysis of the period 2002 to 2020

Resumo: | The study analyzed the evolution of the adoption of agricultural technologies in Mozambique during the period 2002-2020. The data used in this work were obtained from statistical yearbooks of the agricultural sector published by the Ministry of Agriculture and Rural Development. Descriptive statistics was the main technique used for data analysis. The results show that in the analyzed period, the adoption of agricultural technologies, access to agrarian credit, affiliation to farmers’ associations reduced significantly in Mozambique. This reduction in the use of agricultural technologies occurred at a time when the Government of Mozambican designed and implemented several policies aimed at revolutionizing the agricultural sector in the country. This shows that public policies aimed at the agricultural sector face enormous challenges to achieve the objective of improving the performance of agriculture in Mozambique. Using the national average as a benchmark, the results illustrate that the percentage of farms using improved technologies was relatively high in Tete province and very low in Zambézia province. Thus, it is recommended that future studies should investigate the causes of the widespread discontinuity in the use of technologies, as well as the factors that contribute to the provinces showing a significant discrepancy in the adoption of these technologies. The positive experience of Tete province can be used to leverage the adoption of technologies in other provinces, especially in Zambézia province. |

Los datos utilizados en este trabajo se obtuvieron de anuarios estadísticos del sector agrario publicados por el Ministerio de Agricultura y Desarrollo Rural. La estadística descriptiva fue la principal técnica utilizada para el análisis de datos. Los resultados muestran que en el período analizado, la adopción de tecnologías agrarias, el acceso al crédito agrario, la afiliación a asociaciones de agricultores se redujo significativamente en las explotaciones agrícolas de Mozambique. Esta reducción en el uso de tecnologías agrarias se produjo en un momento en que el Goberno del Mozambique diseñó e implementó varias políticas destinadas a revolucionar el sector agrícola en el país. Esto muestra que las políticas públicas dirigidas al sector agrícola enfrentan enormes desafíos para lograr el objetivo de mejorar el desempeño de la agricultura en Mozambique. Utilizando el promedio nacional como punto de referencia, los resultados ilustran que el porcentaje de granjas que utilizan tecnologías mejoradas fue relativamente alto en la provincia de Tete y extremadamente bajo en la provincia de Zambézia. Por ello, se recomienda que estudios futuros investiguen las causas de la discontinuidad generalizada en el uso de tecnologías, así como los factores que contribuyen a que las provincias muestren una discrepancia significativa en la adopción de estas tecnologías. La experiencia positiva de la provincia de Tete puede utilizarse para impulsar la adopción de tecnologías en otras provincias, especialmente en la provincia de Zambézia.O estudo analisou a evolução da adoção das tecnologias agrárias em Moçambique no período 2002-2020. Os dados usados neste trabalho foram obtidos nos anuários estatísticos do setor agrário publicados pelo Ministério da Agricultura e Desenvolvimento Rural. A estatística descritiva foi a principal técnica usada para a análise dos dados. Os resultados apontam que no período analisado, a adoção das tecnologias agrárias, o acesso ao crédito agrário, a filiação às associações de agricultores reduziram de forma significativa nas explorações agrícolas em Moçambique. Essa redução no uso das tecnologias agrárias ocorreu numa altura em que o Governo de Moçambique desenhou e implementou diversas políticas visando revolucionar o setor da agricultura no país. Isso mostra que as políticas públicas voltadas ao setor agrário enfrentam enormes desafios para alcançar o objetivo de melhorar o desempenho da agricultura em Moçambique. Usando como critério de referência a média nacional, os resultados ilustram que a percentagem de explorações agrícolas usando tecnologias melhoradas foi relativamente elevada na província de Tete e extremamente baixa na província da Zambézia. Assim, recomenda-se que futuros estudos averiguem as causas da generalizada descontinuidade no uso das tecnologias bem como os fatores que contribuem para que as províncias apresentem discrepância significativa na adoção dessas tecnologias.
