Systematization of work processes in the public management of integrative health practices: case report

Resumo: | Without parameters for carrying out a staff dimensioning, to maintain or expand the composition of a management team of integrative practices in public health, this is the first article to present the identification of the work processes of this type of team, with verification of execution and prioritization, the first step towards a future sizing of personnel. It used the methodology described by the Ministry of Health for administrative areas. The stages of identification and prioritization of processes were achieved, observation of the current effort per result, from the team's point of view, and verification of the type of improvement solution for each process. 17 work processes were systematized, all identified with a high level of added value. For process improvement, the need to invest in people was the most frequent, followed by process optimization. The general result indicated great complexity associated with the work of the team, which has intersectoral actions and a wide range of activities in the network, at the three levels of health care. The intervention carried out, followed by recording and monitoring of activities and results over time, can help current and future workforce management for integrative practice management teams. |

Se utilizó la metodología descrita por el Ministerio de Salud para las áreas administrativas. Se alcanzaron las etapas de identificación y priorización de procesos, observación del esfuerzo actual por resultado, desde el punto de vista del equipo, y verificación del tipo de solución de mejora para cada proceso. Se sistematizaron 17 procesos de trabajo, todos identificados con un alto nivel de valor agregado. Para la mejora de procesos, la necesidad de invertir en personas fue la más frecuente, seguida de la optimización de procesos. El resultado general indicó una gran complejidad asociada al trabajo del equipo, que tiene acciones intersectoriales y una amplia gama de actividades en la red, en los tres niveles de atención a la salud. La intervención realizada, seguida del registro y seguimiento de las actividades y resultados a lo largo del tiempo, puede ayudar a la gestión actual y futura de la fuerza de trabajo de los equipos de gestión de prácticas integradoras.Sem parâmetros para realização de um dimensionamento de pessoal, para manter ou ampliar a composição de uma equipe de gestão de práticas integrativas em saúde pública, este o primeiro artigo a apresentar a sistematização dos processos de trabalho deste tipo de equipe, alcançando as etapas de identificação e priorização de processos, observação do esforço atual por resultado, a partir da visão da equipe, e verificação de tipo de solução de aprimoramento para cada processo, primeiro passo para um futuro dimensionamento de pessoal. Utilizou-se a metodologia descrita pelo Ministério da Saúde para áreas administrativas. Foram sistematizados 17 processos de trabalho, todos identificados pela equipe com alto nível de valor agregado. Para aprimoramento dos processos, a necessidade de investimento em pessoas foi a mais frequente, seguida da otimização de processos. O resultado geral indicou grande complexidade associada ao trabalho da equipe, que possui ações intersetoriais e grande abrangência de atuação na rede, nos três níveis de atenção à saúde.
