Resumo: The Logistics Investment Program (PIL) was published during the first government (2011-2014) of President Dilma Rousseff. The PIL aimed to promote logistical innovation for Brazil. However, a set of power relations of the State, which occurred between the years 2013 and 2016, influenced and changed what was originally planned, in this context, a new legal system for the Brazilian port sector was created. Thus, the purpose of this article is to describe the strategies, guidelines and objectives of “PIL: seaports” analyzing important aspects of Law nº 12.815/13 (the legal framework for the Brazilian seaport sector), as well as, we will verify the class contradictions involved in the process. To this end, we carried out bibliographical, documentary and cyberspace research.

Sin embargo, un conjunto de relaciones de poder del Estado, que ocurrieron entre los años 2013 y 2016, influyeron y cambiaron lo que estaba originalmente planeado, en este contexto se creó un nuevo marco regulatorio para el sector portuario brasileño. Así, el propósito de este artículo es describir las estrategias, lineamientos y objetivos de “PIL: puertos” analizando aspectos importantes de la Ley nº. 12.815/13 (el marco regulatorio para el sector portuario brasileño), así como, verificaremos las contradicciones de clase involucradas en el proceso. De esta forma, realizamos una investigación bibliográfica, documental y ciberespacial.O Programa de Investimento em Logística (PIL) foi lançado durante a primeira gestão (2011-2014) da Presidenta Dilma Rousseff. O PIL tinha como objetivo promover inovação logística para o Brasil. Entretanto, um conjunto de relações de força do Estado, ocorridas entre os anos de 2013 e 2016, influenciou e alterou o que estava originariamente previsto, neste contexto foi criado um novo marco regulatório para o setor portuário brasileiro. Desta maneira, o objetivo deste artigo é descrever as estratégias, as diretrizes e objetivos do “PIL: portos” analisando aspectos importantes da Lei n. 12.815/13 (o marco regulatório para o setor portuário brasileiro), bem como, vamos verificar as contradições de classe envolvidas no processo.
