Profile of brazilian dog and cat shelters regarding external and internal policies

Resumo: | The lack of knowledge of the number of institutions working for the rescue and adoption of dogs and cats in Brazil, as well as the lack of data on internal and external policies, hinders the implementation of procedures to ensure the health and welfare of abandoned animals and animals in shelter. This research aimed to evaluate the profile of Brazilian shelters in relation to their internal and external policies in order to understand the reality of this theme in Brazil. The data from the shelters were collected through an online form applied in a distance learning extension course. The number of data considered in this study totaled 352 shelters. Most shelters were private (67.9%; 239/352) and there was representation from the five regions of Brazil and 22 states. It was possible to understand the profile of Brazilian shelters in relation to their external and internal policies related to the identification and reception of animals, physical structure, preventive management, diseases, and the animals' departure. From the data presented, it was possible to observe the lack of public policies for the prevention of abandonment and population management, as well as the lack of applicability of protocols and management related to Shelter Medicine. The results of our study provide a starting point for Brazil to compare its policies and management performance with other countries, and to reevaluate existing strategies to improve the efficiency of the practices performed with abandoned animals in shelters and adoption institutions. |

Esta investigación tuvo como objetivo evaluar el perfil de los refugios brasileños en relación con sus políticas internas y externas para entender la realidad de este tema en Brasil. Los datos de los refugios se recogieron mediante un formulario en línea aplicado en un curso de extensión a distancia. El número de datos considerados en este estudio ascendió a 352 refugios. La mayoría de los refugios eran de carácter privado (67,9%; 239/352) y había representación de las cinco regiones de Brasil y de 22 estados. Se pudo conocer el perfil de los refugios brasileños en relación con sus políticas externas e internas relacionadas con la identificación y recepción de animales, la estructura física, la gestión preventiva, las enfermedades y la salida de los animales. A partir de los datos presentados, se pudo observar la falta de políticas públicas dirigidas a la prevención del abandono y al manejo de la población, así como la falta de aplicabilidad de protocolos y manejos relacionados con la Medicina de Albergues. Los resultados de nuestro estudio proporcionan un punto de partida para que Brasil compare sus políticas y su rendimiento de gestión con otros países, además de reevaluar las estrategias existentes para mejorar la eficiencia de las prácticas llevadas a cabo con los animales abandonados en los refugios e instituciones de adopción.O desconhecimento do número de instituições atuando em prol do resgate e adoção de cães e gatos no Brasil, além da falta de dados das políticas internas e externas instituídas dificulta a implementação de procedimentos para garantir a saúde e bem-estar de animais abandonados e em situação de abrigo. Objetivou-se nessa pesquisa avaliar o perfil dos abrigos brasileiros em relação as suas políticas internas e externas com o intuito de compreender a realidade dessa temática no Brasil. Os dados dos abrigos foram coletados por meio de um formulário online aplicado em um curso de extensão de educação à distância. O número de dados considerado nesse estudo totalizou 352 abrigos. A maioria dos abrigos era de natureza particular (67,9%; 239/352) e houve representação das cinco regiões do Brasil e de 22 estados. Foi possível compreender o perfil dos abrigos brasileiros em relação as suas políticas externas e internas relacionadas à identificação e recepção dos animais, estrutura física, manejos preventivos, doenças e saída dos animais. A partir dos dados apresentados foi possível observar a falta de políticas públicas voltadas para a prevenção do abandono e do manejo populacional, além da falta de aplicabilidade de protocolos e manejos relacionados à Medicina de Abrigos.
