The BR-163/MS and the links with the visible and invisible State: the “surface acts” of a road concession (consequence of the “political impeachment” (coup) in Brazil in 2016)

Resumo: The BR-163/MS was privatized to CCR MSVia in March 2014 as part of the Logistics’ Investment Program (PIL). There were plans to invest R $ 3.5 billion in the project and the concessionaire was expected to expand the highway's operational capacity in five years. However, the coup in Brazil in 2016 and the rise of the Temer government changed all expectations and installed a chaotic process in the context of the privatization of BR-163, because the public resources that would be destined to make the works possible were interrupted. In this way, a series of political confrontations on the political scene (surface acts) began to occur between CCR MSVia (dominant social class), ANTT (state bureaucracy) and parliamentarians (reigning social class), confrontations that culminated in the BR- 163/MS. Therefore, the objective of this article is to verify the political contradictions surrounding the privatization process of BR-163 / MS, more specifically the “surface Acts” that led to the failure of the decentralization process. To this end, we used a bibliographic and documentary survey, as well as field work.

La previsión era que se invertirían R $ 3,5 mil millones en el proyecto y que la concesionaria llevaría a cabo la ampliación de la capacidad operativa de la carretera en cinco años. Sin embargo, el golpe de 2016 y el ascenso del gobierno de Temer cambiaron todos los pronósticos e instalaron un proceso caótico en el contexto de la descentralización de la carretera porque se interrumpieron los recursos públicos que se destinarían a viabilizar las obras. Así, comenzaron a producirse una serie de enfrentamientos políticos en el escenario político (“actos desde la superfície”) entre CCR MSVia (clase dominante), ANTT (personal del Estado) y parlamentarios (clase reinante), enfrentamientos que culminaron en el proceso de re-licitación de la BR-163/MS. Por lo tanto, el propósito de este artículo es verificar la relación de fuerzas que rodearon el proceso de concesión de la BR-163 / MS, más específicamente los “Actos desde la superficie” que llevaron al fracaso del proceso de descentralización mencionado. Para lograr nuestro propósito, hicimos uso de la investigación bibliográfica y documental, así como del trabajo de campo.A BR-163/MS foi concedida a CCR MSVia em março de 2014 como parte do Programa de Investimento em Logística (PIL). A previsão era de que fossem investidos R$ 3,5 bilhões no projeto e que a concessionária realizasse a ampliação da capacidade operacional da rodovia em cinco anos. No entanto, o Golpe de 2016 e a ascensão do governo Temer alterou todos os prognósticos e instalou um processo caótico no contexto de descentralização da rodovia, em especial, pois os recursos públicos que seriam destinados para viabilizar as obras foi interrompido. Assim, uma série de embates políticos na cena política (atos da superfície) passaram a ocorrer entre CCR MSVia (classe dominante), ANTT (pessoal do Estado) e parlamentares (classe reinante), enfrentamentos que culminaram no processo de relicitação da BR-163/MS. Portanto, o objetivo deste artigo é verificar a relação de forças em torno do processo de concessão da BR-163/MS, mais especificamente os “Atos da superfície” que levaram ao fracasso do mencionado processo de descentralização.
