Resumo: The creation of Conservation Units (CU) and other categories of protected areas has been the main strategy for the in situ conservation of biodiversity. These geographical spaces are capable of promoting the conservation of biodiversity and keeping alive the traditional knowledge of the resident communities and users of it. In Brazil, the Management Plan, along with the management council, is considered as the fundamental instrument for the implementation of these protected areas, being defined as the technical and managerial document, based on the objectives of the CU, which establishes its Zoning, norms that should regulate the use of the area and the management of natural resources, including the implementation of the physical structure necessary for the management of the Unit. The specific objective of this research was to understand the way in which the management plans for the studied Conservation Units were elaborated. In order to evaluate the effectiveness of the Management Plans in Amazonas, a content analysis was conducted in the documents that prescribe and discipline the theme, with attention to the 2nd edition of the methodological roadmap for the elaboration of management plans adopted by the state government, as well as semi-structured interviews with the managers (members of the management council and with the managers of the conservation units studied) that act directly in the management of these CUs.

Estos espacios geográficos son capaces de promover la conservación de la biodiversidad y mantener vivos los conocimientos tradicionales de las comunidades residentes y usuarias. En Brasil, el Plan de Gestión (o Gestión), junto con el consejo de gestión, es visto como el instrumento fundamental para la implementación de estas áreas protegidas, siendo definido como el documento técnico y de gestión, basado en los objetivos de la UC, que establece su zonificación, las normas que deben regular el uso del área y el manejo de los recursos naturales, incluyendo la implementación de la estructura física necesaria para el manejo de la Unidad. El objetivo específico de esta investigación fue comprender la forma en que se elaboraron los planes de manejo para las Unidades de Conservación estudiadas. Para evaluar la efectividad de los Planes de Manejo en Amazonas, se realizó un análisis de contenido en los documentos que prescriben y disciplinan el tema, con atención a la 2ª edición de la hoja de ruta metodológica para la elaboración de planes de manejo, adoptada por el estado gobierno, además de entrevistas semiestructuradas con gestores (miembros del consejo de gestión y gestores de las áreas protegidas estudiadas) que trabajan directamente en la gestión de estas UC.A criação de Unidades de Conservação (UC) e outras categorias de áreas protegidas tem sido a principal estratégia para a conservação in situ da biodiversidade. Esses espaços geográficos são capazes de fomentar a conservação da biodiversidade e manter vivos os conhecimentos tradicionais, das comunidades residentes e usuárias. No Brasil, o Plano de Gestão (ou de Manejo), ao lado do conselho gestor, é tido como o instrumento fundamental para implementação dessas áreas protegidas, sendo definido como o documento técnico e gerencial, fundamentado nos objetivos da UC, que estabelece o seu zoneamento, as normas que devem regular o uso da área e o manejo dos recursos naturais, inclusive a implantação de estrutura física necessária à gestão da Unidade. Essa pesquisa teve como objetivo específico compreender a forma de elaboração dos planos de gestão para as Unidades de Conservação estudadas.
