Performance Evaluation in the Public Sector: the case of a Public University in Southern Brazil

Resumo: | This study aims to analyze the Program of Performance Evaluation of Technical-Administrative in Education of the Public University in southern Brazil, from its origin to the present time. The methodology is of qualitative nature, through content analysis and interview application. The results reveal an intervention proposal, combined with theory and document analysis, based on the following actions: to establish concepts for factors that integrate the evaluation, to expand the number of analyzed factors, to modify the classification scale and its conceptualization, to include issues involving management activities, work team evaluation and user evaluation, to include working conditions evaluation stage, to add training demands, to invest in training for evaluators and evaluated, to sensitize evaluators and evaluated about the importance of the evaluation process and the feedback stage, to estimate indicators and targets for the evaluation process and to adjust the system so that it can generate performance evaluation reports. |

La metodología es de esencia cualitativa, a través del análisis de contenido y la aplicación de entrevistas. Los resultados revelan los informes de los encuestados que, junto con la teoría y el análisis documental, conducen a una propuesta de intervención en el proceso basada en las siguientes acciones: establecer conceptos para los factores que integran la evaluación, expandir el número de factores analizados, modificar la escala de clasificación y su conceptualización, incluyen temas relacionados con actividades de gestión, evaluación por equipos de trabajo, evaluación de usuarios, insertar etapa de evaluación de condiciones de trabajo, agregar demandas de capacitación, invertir en capacitación para evaluadores y evaluados, sensibilizar a los evaluadores y evaluados sobre la importancia del proceso de evaluación y la etapa de retroalimentación, estimando indicadores y objetivos para el proceso de evaluación y ajustando el sistema para que pueda generar informes sobre la evaluación del desempeño.Este estudo objetiva analisar o Programa de Avaliação de Desempenho dos Técnico-Administrativos em Educação (TAEs) de uma universidade pública federal no sul do Brasil, desde sua origem até a atualidade. A metodologia é de essência qualitativa, por meio de análise de conteúdo e aplicação de entrevistas.
