An effectiveness of Programs to Promote Scientific Initiation: An analysis on the PIBIC of the Bahia State Research Foundation

Resumo: This article aims to identify the bases that support and give meaning to the Institutional Scientific Initiation Scholarship Program (PIBIC), promoted by the Research Support Foundation of the State of Bahia (FAPESB), in addition to trying to evaluate what its results have been. The research is justified not only by the scarcity of studies that discuss the effectiveness of similar programs in Brazil, but, above all, by the fact that FAPESB has started to support it more and more intensely in recent years. Regarding the data that supported the analyzes carried out, they were obtained through documentary research, structured based on the analysis of the IC scholarship holder records, provided by the supported Universities, since the creation of the Program in 2003, until the year 2010. The described scenario showed, in general terms, that the PIBIC / FAPESB contributed not only quantitatively, but also qualitatively to the formation of human capital in  Bahia, with its reflexes being felt more intensely in the institutions that integrated it.

La investigación se justifica no solo por la escasez de estudios que discuten la efectividad de programas similares en Brasil, sino, sobre todo, por el hecho de que FAPESB ha comenzado a apoyarla cada vez más intensamente en los últimos años. En cuanto a los datos que respaldaron los análisis realizados, se obtuvieron a través de la investigación documental, estructurada en base al análisis de los registros de becarios IC, proporcionados por las Universidades apoyadas, desde la creación del Programa en 2003, hasta el año 2010. El escenario descrito mostró, en términos generales, que el PIBIC / FAPESB contribuyó no solo cuantitativamente, sino también cualitativamente a la formación de capital humano en el territorio bahiano, con sus reflejos sintiéndose más intensamente en las instituciones que lo integraron.Este artigo tem como objetivo identificar as bases que sustentam e dão sentido ao Programa Institucional de Bolsas de Iniciação Científica (PIBIC), promovido pela Fundação de Amparo à Pesquisa do Estado da Bahia (FAPESB), além de tentar avaliar quais têm sido seus resultados. A pesquisa se justifica não apenas pela escassez de estudos que discutam a efetividade de programas similares no Brasil, mas, sobretudo, pelo fato de a FAPESB ter começado a apoiá-lo cada vez mais intensamente nos últimos anos. Com relação aos dados que embasaram as análises realizadas, foram obtidos por meio de pesquisa documental, estruturada a partir da análise dos registros dos bolsistas do IC, fornecidos pelas Universidades apoiadas, desde a criação do Programa, em 2003, até o ano de 2010.
