Compliance in Public Administration and Emergency Contracts in the pandemic: analysis of the southern coast of Bahia

Resumo: The Covid-19 pandemic is considered the most significant health crisis in recent world history, triggering impacts on the health and economy of nations. Thus, the study aims to evaluate the level of Transparency of Emergency Contracts in combating the pandemic in the Southern Coastal Identity Territory Region, Bahia. A method developed by Transparency International Brazil in partnership with the Federal Audit Court allows establishing the level of transparency of Municipalities through data collection through official portals of municipal governments. From the publication of the first result of the evaluation, it was noted that the municipalities sought to meet the legal determinations. The second result's publication identified competitiveness in the advertising of information among the cities and that the research performed a pedagogical function for the municipal managers.

Por lo tanto, el estudio tiene como objetivo evaluar el nivel de Transparencia de los Contratos de Emergencia en la lucha contra la pandemia en la Región del Territorio de Identidad Costa Sur, Bahía. Método desarrollado por Transparencia Internacional Brasil en colaboración con el Tribunal Federal de Cuentas, permite a partir de la recogida de datos a través de los portales oficiales de los gobiernos municipales, establecer el nivel de transparencia de los municipios. A partir de la publicación del primer resultado de la evaluación, se observó que los ayuntamientos trataron de cumplir las determinaciones legales. En la publicación del segundo resultado, se identificó la competitividad en la publicidad de las informaciones entre los municipios y que la investigación cumplía una función pedagógica para los gestores municipales.A pandemia do Covid-19 está sendo considerada a maior crise de saúde da história mundial recente, desencadeando impactos na saúde e na economia das nações. Assim, o estudo objetiva avaliar o nível de Transparência das Contratações Emergenciais no combate a pandemia na Região do Território de Identidade Litoral Sul, Bahia. Método desenvolvido pela Transparência Internacional Brasil em parceria com Tribunal de Contas da União, permite a partir de coleta de dados através dos portais oficiais dos governos municipais, estabelecer o nível de transparência dos Municípios. A partir da publicação do primeiro resultado da avaliação, notou-se que aos municípios buscaram atender às determinações legais.
