The implementation of the Project Management Office as a Strategy for Public Management: case of the City of Niterói – RJ

Resumo: Regarding its methodology, the study in question is characterized by being an exploratory study of integrative literature review. Public administration over the past few years has been the target of several criticisms by the media and the population in general, mainly due to cases of public mismanagement. The main cause of this is inefficient or non-existent project management. With the implementation of project management, which is properly planned, observed, directed and controlled, the tendency is for Public Administration, to gradually be able to control fiscal holes, as well as modernizing the way in which it delivers its services to the population. A municipality that has already adopted the practice and target of this study is Niterói. From this, the research question is: how can project management help Public Administration at the same time, control the leakage of the immense public debts they have and deliver basic quality services to the population? Thus, the objective of the study is to carry out a superficial analysis of the situation in the municipality of Niterói after the implementation by law of a project management office in its administration. In general, it was possible to verify that the municipality has already achieved important developments, among which an improvement in the tax issue stands out, as well as the implementation of important works that benefit the urban mobility of citizens.

La administración pública en los últimos años ha sido criticada por los medios de comunicación y la población en general, principalmente debido a casos de mala gestión pública. El principal elemento causal de esto es la gestión de proyectos ineficiente o inexistente. Con la implementación de una gestión de proyectos, debidamente planificada, observada, dirigida y controlada, la tendencia es la Administración Pública, pudiendo poco a poco controlar las lagunas fiscales, así como modernizar la forma en que presta sus servicios a la población. Un municipio que ya ha adoptado la práctica y el objetivo de este estudio es Niterói. A partir de esto, la pregunta de la investigación es: ¿cómo puede la gestión de proyectos ayudar a la Administración Pública al mismo tiempo, controlar la pérdida de las inmensas deudas públicas que tienen y ofrecer servicios básicos de calidad a la población? Con esto, el objetivo del estudio es realizar un análisis superficial de la situación del municipio de Niterói tras la implantación por Ley de una oficina de gestión de proyectos en su administración. En general, fue posible ver que el municipio ya ha logrado importantes desarrollos entre los que destacan una mejora en la cuestión fiscal, así como la puesta en marcha de importantes obras que beneficien la movilidad urbana de los ciudadanos.Em relação a sua metodologia, o estudo em questão é caracterizado por ser um estudo exploratório de revisão integrativa de literatura. A administração pública ao longo dos últimos anos vem sendo alvo de diversas críticas por parte da mídia e da população em geral, principalmente pelos casos de má gestão pública. O principal elemento causador disso é uma gestão de projetos ineficiente ou inexistente. Com uma implantação de uma gestão de projetos, que é devidamente planejada, observada, dirigida e controlada, a tendência é a Administração Pública, aos poucos conseguir controlar os rombos fiscais, assim como modernizar a forma com a qual entrega seus serviços à população. Um município que já adotou a prática e alvo deste estudo é Niterói. A partir disso, a questão de pesquisa é: como o gerenciamento de projetos pode auxiliar a Administração Pública ao mesmo tempo, controlar o rombo das imensas dívidas públicas que estes possuem e entregar serviços básicos de qualidade a população? Com isso, o objetivo do estudo é efetuar uma análise superficial da situação do município de Niterói após a implantação por Lei de um escritório de gestão de projetos em sua administração.
