National panorama of accessibility and profile of special needs patients via PMAQ-CEO

Resumo: This study aimed to verify in the Brazilian macro-regions the accessibility in the establishment and the profile of Special Needs Patients (SNPs) with guaranteed care in the Specialized Dental Care Center- SDCC. The study was descriptive, the data was collected from 2nd phase of the National Program form Improving the Access and Quality of SDCC (PMAQ-CEO, in Portuguese) database and it was organized in Excel® a database with interest variables. It was found that more than 80% of CEOs have accessibility features, 90% of the CEOs of the Southeast macro-region guarantee access SNPs with involuntary movements, 60% of the CEOs of the North macro-region scheduled the SNPs until 15 days, the Northeast (50,4%) showed greater percent CEOs with a workload of 20-39 hours to care to SNPs and Center-west showed grater percent (77,2%) of referral of SNPs to hospital care (media 1-2 patients/year). Relationship to SNPs’ profile and in highlight, the CEOs of the Southeast (89%) and South (82%) macro-regions guaranteed care to patients with involuntary movements and patients with visual or hearing impairment, of speech or physical without behavioral disorders, respectively. In conclusion, the accessibility to SNPs is being guaranteed by a majority of the CEOs in all the Brazilian macro-regions and the Southeast macro-region provides greater access to patients with profile involuntary movements and South to those with visual, hearing, speech, or physical disability. Public financial investments are being well used by the CEOs regarding the accessibility and profile of the SNPs.

El estudio fue descriptivo, la coleta de los dados fue realizada en la base de los dados do Programa Nacional del Mejoría del Acceso y de la Cualidad (PMAQCEO) 2o ciclo y fue organizado en lo Excel® uno banco de dados con las variables del interese. Fue encontrado que más del 80% de los CEOs  tener características del accesibilidad, 90% de los CEOs de la macrorregión sudeste garanten acceso a los PNE’s con movimientos involuntarios, 60% de los CEOs de la macrorregión norte programan los atendimientos para os PNE’s en até 15 días, la nordeste (50,4%) presento mayor porcentual del CEOs con carga horaria de 20-39 horas direccionadas a los atendimientos del PNE’s y la centro-oeste demostró mayor porcentual (77,2%) de encaminamientos  del PNE’s para atención Hospitalar (media del 1 a 2 pacientes/año). Con relación a lo perfil de los PNE’s, los CEOs de los macrorregiones sudestes (89%) e sur (82%) se destacarán, garantiendo atendimientos a los pacientes con movimientos involuntario, respectivamente. Se concluye que la accesibilidad a los PNE’s está siendo garantida por la mayoría de los CEOs en todos los macrorregiones brasileños y la sudeste proporciona mayor acceso a los pacientes con perfil de los movimientos involuntarios y la sur para aquellos con deficiencia auditiva, visual, en la fala o física.O objetivo do estudo foi verificar nas macrorregiões brasileiras a acessibilidade no estabelecimento e o perfil dos Pacientes com Necessidades Especiais (PNE’s) com garantia de atendimento nos Centros de Especialidades Odontológica (CEOs). O estudo foi descritivo, a coleta de dados foi realizada na base de dados do Programa Nacional de Melhoria do Acesso e da Qualidade (PMAQ-CEO) 2º ciclo e foi organizado no Excel® um banco de dados com as variáveis de interesse. Foi encontrado que mais de 80% dos CEOs possuem características de acessibilidade, 90% dos CEOs da macrorregião sudeste garantem acesso aos PNE’s com movimentos involuntários, 60% dos CEOs da macrorregião norte agendam os PNE’s em até 15 dias, a nordeste (50,4%) apresentou maior percentual de CEOs com carga horária de 20-39 horas direcionadas ao atendimento de PNE’s e a centro-oeste demonstrou maior percentual (77,2%) de encaminhamento de PNE’s para atenção hospitalar (média de 1 a 2 pacientes/ano). Com relação perfil dos PNE’s, os CEOs das macrorregiões sudeste (89%) e sul (82%) se destacaram, garantindo atendimentos aos pacientes com movimentos involuntários e para pacientes com deficiência visual ou auditiva, de fala ou física sem distúrbios de comportamento, respectivamente. Conclui-se que a acessibilidade aos PNE’s está sendo garantida pela maioria dos CEOs em todas as macrorregiões brasileira e a sudeste proporciona maior acesso aos pacientes com perfil de movimento involuntários e a sul para aqueles com deficiência auditiva, visual, na fala ou física.
