Relationships between deforestation in the state of Bahia from 2004 to 2019 and the new forest code Lei-12.651/2012

Resumo: Deforestation is a current and worrying topic because it is entirely associated with environmental imbalance, such as affecting the climate, causing an increase in the emission of CO2 into the atmosphere, in addition to causing the destruction of species of fauna and flora. Law 12.651/2012, also known as the new forest code, designated instruments in which it indicates how and where Brazilian native vegetation can be exploited and which areas must remain preserved. One component that was included in the new forest code was the Rural Environmental Registry (CAR) in order to reduce illegal deforestation. According to the Map Biomas database, from 2012 to 2019 there was a reduction in deforestation in the state of Bahia, when compared to the years from 2004 to 2011. This was due to the greater commitment of Organs responsible bodies, especially the Environment and Water Resources Institute (INEMA), involving strategic actions such as forest monitoring with a team of experts in geoprocessing to collect data on vegetation decrement and thus plan inspection operations, also in conjunction with other bodies. However, despite the evolution, the deforested area is still absurdly extensive, and has been directly affecting all the biomes present in the state's territory. One of the major factors that contribute to this deforestation is the use of the area for agricultural activities and the poor adherence to CAR by rural landowners, not complying with the rules imposed by it.

La Ley 12.651/2012, también conocida como el nuevo código forestal, designó instrumentos en los que indica cómo y dónde se puede aprovechar la vegetación nativa brasileña y qué áreas deben permanecer preservadas. Un componente que se incluyó en el nuevo código forestal fue el Registro Ambiental Rural (CAR) con el fin de reducir la deforestación ilegal. Según la base de datos Map Biomas, de 2012 a 2019 hubo una reducción de la deforestación en el estado de Bahía, en comparación con los años de 2004 a 2011. Esto se debió al mayor compromiso de los órganos responsables, especialmente Medio Ambiente y Agua. Instituto Nacional de Recursos Naturales (INEMA), que implica acciones estratégicas como el seguimiento forestal con un equipo de expertos en geoprocesamiento para recoger datos sobre el decrecimiento de la vegetación y así planificar operaciones de inspección, también en colaboración con otros organismos. Sin embargo, a pesar de la evolución, el área deforestada sigue siendo absurdamente extensa, y ha venido afectando directamente a todos los biomas presentes en el territorio estatal. Uno de los principales factores que contribuyen a esta deforestación es el uso del área para actividades agrícolas y la escasa adherencia a la CAR por parte de los propietarios rurales, que no cumplen con las normas impuestas por la misma.O desmatamento é um tema atual e preocupante pois está inteiramente associado ao desequilíbrio ambiental, como por exemplo afetando o clima, causando aumento na emissão de CO2 na atmosfera, além de causar a destruição de espécies da fauna e da flora. A Lei 12.651/2012 também conhecida como novo código florestal, designou instrumentos no qual indica como e onde a vegetação nativa brasileira pode ser explorada e quais áreas devem permanecer preservadas. Um componente que se incluiu no novo código florestal, foi o Cadastro Ambiental Rural (CAR) afim de reduzir o desmatamento ilegal. Segundo o banco de dados do Map Biomas, no decorrer dos anos de 2012 a 2019 houve uma redução no desmatamento do estado da Bahia, quando comparado aos anos de 2004 até 2011. Isso se deu pois houve um maior comprometimento dos órgãos responsáveis, em especial o Instituto do Meio Ambiente e Recursos Hídricos (INEMA), envolvendo ações de estratégia como o monitoramento florestal com equipe de técnicos especialistas em geoprocessamento para levantamento de dados de decremento de vegetação e assim planejar operações de fiscalização, também em conjunto com outros órgãos. Entretanto apesar da evolução, a área desmatada ainda é absurdamente extensa, e vem afetando diretamente todos os biomas presentes no território do estado.
