The Covid-19 pandemic, the political dispute and the 2020 elections in the Metropolitan Region of Natal (RN, Brazil)

Resumo: | The article analyzes the influence of the 2020 elections on the actions of the managers of the municipalities that make up the functional Metropolitan Region of Natal, in the context of the new coronavirus pandemic. Given this, the objective is to verify how the measures to confront Covid-19 can be used as an electoral strategy. To this end, we adopted the following methodology: 1) Bibliographic research, which helped to define the studies of Almeida (2008) and Manin, Przeworski & Stokes (2006) as a theoretical-methodological basis; and 2) Documentary research based on state and municipal decrees, which were crossed with quantitative data regarding the rates of transferability and occupancy of ICU beds. The data were systematized for temporal and spatial analysis, represented in infographics and thematic maps. The results of the research highlighted the following aspects: the influence of opinion polls in changing posture in the fight against Covid-19; dissonance of actions aimed at political protagonism; the anticipation of the release of commercial activities as a center of dispute - essentially from the state government and the candidate for mayor of the capital; the appeal to kits-covid without scientific recommendations; and strengthening the advantages of managers in contention for reelection. Thus, the political context has been hampering a cooperation stance between the entities in the studied metropolitan region, given the use of the pandemic as a window of opportunity for electoral promotion. Therefore, the existence of governance capable of making planning possible is absent due to the different interests that guide the actions of managers. |

Ante esto, el objetivo es verificar cómo las medidas para enfrentar al Covid-19 se pueden utilizar como estrategia electoral. Para ello, se adoptó la siguiente metodología: 1) Investigación bibliográfica, que ayudó a definir los estudios de Almeida (2008) y Manin, Przeworski & Stokes (2006) como base teórico-metodológica; y 2) Investigación documental basada en decretos estatales y municipales, que se cruzaron con datos cuantitativos sobre las tasas de transferibilidad y ocupación de camas de UCI. Los datos fueron sistematizados para análisis temporal y espacial, representados en infografías y mapas temáticos. Los resultados de la investigación destacaron los siguientes aspectos: la influencia de las encuestas de opinión en el cambio de postura en la lucha contra el covid-19; disonancia de acciones orientadas al protagonismo político; la anticipación de la liberación de actividades comerciales como centro de disputa - esencialmente del gobierno estatal y el candidato a la alcaldía de la capital; la apelación a kits-covid sin recomendaciones científicas; y fortalecer las ventajas de los gerentes en la lucha por la reelección. Así, el contexto político ha venido dificultando una postura de cooperación entre las entidades ‘de la región metropolitana estudiada, dado el uso de la pandemia como ventana de oportunidad para la promoción electoral. Por tanto, la existencia de una gobernanza capaz de hacer posible la planificación está ausente debido a los diferentes intereses que orientan la actuación de los directivos.O artigo analisa a influência das eleições 2020 nas ações dos gestores dos municípios que compõem a região metropolitana funcional de Natal, no contexto da pandemia do novo coronavírus. Diante disso, o objetivo consiste em verificar como as medidas de enfrentamento da Covid-19 podem ser utilizadas como estratégia eleitoral. Para tanto, adotamos a seguinte metodologia: 1) pesquisa bibliográfica, a qual ajudou a definir como base teórico-metodológica os estudos de Almeida (2008) e Manin, Przeworski & Stokes (2006); e 2) pesquisa documental a partir dos decretos estaduais e municipais, os quais foram cruzados com dados quantitativos referentes às taxas de transmissibilidade e de ocupação de leitos de UTI. Os dados foram sistematizados para análise temporal e espacial, representados em infográficos e mapas temáticos. Os resultados da pesquisa ressaltaram os seguintes aspectos: a influência das pesquisas de opinião na mudança de postura no enfrentamento da covid-19; dissonâncias das ações visando o protagonismo político; a antecipação da liberação das atividades comerciais como centro de disputa – essencialmente do governo do estado e do candidato à prefeitura da capital; o apelo aos kits covid, sem recomendações científicas; e o fortalecimento da vantagens dos gestores em disputa pela reeleição. Dessa forma, o contexto político vem dificultando uma postura de cooperação entre os entes na região metropolitana estudada, dado o uso da pandemia como uma janela de oportunidade para uma promoção eleitoral.
