The Municipal Education Department of Natal and the 30-year history of direct elections for director of educational units

Resumo: This article discusses the 30 years of experience of direct elections for director of the Natal’s municipal education system. Aiming to reconstruct the history of this phenomenon since the first election that occurred in 1987. To this end, two other phenomena are added in the course of 30 years of experience: the organization of the first elections for the gave in collective instances of decision; and the institution of Law 147/2015 that established in the municipal public school network, the school management shared by two principals: one administrative-financial and one pedagogical. We assume as method for this research Historical and Dialectical Materialism; and as instruments, we use the conversational free interview and the documentary analysis. We conclude that pioneering and innovation in democratic management are presented as phenomena that allow the Natal’s teaching network to experience itself democratically, although there is still much to be done in democratic practices with a view to participatory democratic management.

Objetivo reconstituir la historia de este fenómeno desde la primera elección que tuvo lugar en 1987. A este objetivo se suman otros dos fenómenos que se presentan en el curso de estos 30 años de experiencia: la forma de organización de las primeras elecciones para la dirección de las escuelas, se dio en instancias colectivas de decisión; y la institución de la Ley nº 147/2015, que instauró en la red pública municipal de enseñanza, la dirección compartida por dos directores: un administrativo-financiero y otro pedagógico. Asumimos como método para esa investigación el Materialismo Histórico y Dialéctico; y como instrumentos, utilizamos la entrevista libre conversacional y el análisis documental. Concluimos que el pionerismo e innovación en la gestión democrática se presentan como fenómenos que posibilitan que la red de enseñanza de la Navidad se experimente democráticamente, aunque aún queda mucho que avanzar en las prácticas democráticas en la perspectiva de una gestión democrática participativa.O presente artigo discute os 30 anos de experiência de eleições diretas para diretor da Rede Pública de Ensino do Município de Natal/RN. Objetivando reconstituir a história desse fenômeno desde a primeira eleição que ocorreu em 1987. A esse objetivo, somam-se dois outros fenômenos que se apresentam no curso desses 30 anos de experiência: a forma de organização das primeiras eleições para a direção das escolas, que se deu em instâncias coletivas de decisão; e a instituição da Lei nº 147/2015, que instaurou na rede pública municipal de ensino, a direção compartilhada por dois diretores: um administrativo-financeiro e outro pedagógico. Assumimos como método para essa pesquisa o Materialismo Histórico e Dialético; e como instrumentos, utilizamos a entrevista livre conversacional e a análise documental.
