Difficulties in access to drinking water in municipalities in the Metropolitan Region of Salvador/BA

Resumo: The difficulties related to access to water are real and aggravate the quality of life on the planet. In Brazil it is no different and full access to water for public supply and also for other uses can be considered a challenge for administrators at all levels of power. This article aims to highlight the insufficiency of basic sanitation and access to drinking water in the Metropolitan Region of Salvador (RMS) and how far these services are from the goals of the United Nations.  Preliminarily, a picture of basic sanitation at the national level is drawn, its historical process of institutionalization and the past and present difficulties for offering quality of this service. The text also considers that technological choices and the state of the art have part of the responsibility for the lack of water supply service. The investigation takes place in the area of ​​applied social sciences, with a qualitative-quantitative approach and a descending hypothetical-deductive conduct, situated in the more general conceptual and epistemological field of the evaluation of municipal public policies, focusing on the evaluation of public sanitation policy. It is expected as a result that it can be useful for the management and for sanitation policies at the municipal level.

En Brasil no es diferente y el pleno acceso al agua para abastecimiento público y también para otros usos puede ser considerado un desafío para los administradores en todos los niveles de poder. Este artículo tiene como objetivo resaltar la insuficiencia de saneamiento básico y acceso a agua potable en la Región Metropolitana de Salvador (RMS) y cómo estos servicios están lejos de los objetivos de las Naciones Unidas. Preliminarmente, se dibuja un panorama del saneamiento básico a nivel nacional, su proceso histórico de institucionalización y las dificultades pasadas y presentes para brindar calidad en este servicio. El texto también considera que las elecciones tecnológicas y el estado del arte tienen parte de responsabilidad en la falta del servicio de abastecimiento de agua. La investigación se desarrolla en el área de las ciencias sociales aplicadas, con un enfoque cualitativo-cuantitativo y un enfoque descendente hipotético-deductivo, situada en el campo conceptual y epistemológico más general de la evaluación de las políticas públicas municipales, centrándose en la evaluación de política de saneamiento público. Se espera como resultado que pueda ser de utilidad para la gestión y para las políticas de saneamiento a nivel municipal.As dificuldades relacionadas ao acesso à água são reais e comprometem a qualidade de vida no planeta. No Brasil não é diferente e o pleno acesso à água para o abastecimento público e também para os demais usos, pode ser considerado como desafio para administradores em todos os níveis de poder. O presente artigo tem como objetivo destacar a insuficiência do saneamento básico e do acesso à água potável na Região Metropolitana de Salvador (RMS) e o quanto esses serviços se distanciam das metas das Nações Unidas. Preliminarmente se traça um quadro do saneamento básico ao nível nacional, seu processo histórico de institucionalização e as dificuldades passadas e presentes para um oferecimento de qualidade desse serviço. O texto também cogita que as escolhas tecnológicas e o estado da arte tenham parte da responsabilidade pela carência no serviço de abastecimento de água. A investigação se dá na área das ciências sociais aplicadas, com abordagem quali-quantitativa e via descendente hipotético-dedutiva, situando-se no campo conceitual e epistemológico mais geral da avaliação de políticas públicas municipais, com foco na avaliação da política pública de saneamento básico.
